Position Summary
The Clinical Director is responsible for all clinical functions and quality of care of the Dominica Hospitals Authority, including medical, nursing, diagnostics, and pharmaceutical services. This senior manager must act with professionalism, leadership, and integrity to ensure the highest quality of patient care aligned with regulatory and international standards.
Responsibility
- Lead and manage medical officers through SMART initiatives.
- Supervise diagnostic imaging and therapeutic departments.
- Devise strategies for excellence in clinical services.
- Monitor compliance with policies, protocols, and quality standards.
- Provide technical advice to the CEO on staffing, budgets, and policies.
- Develop clinical policies and protocols for quality of care.
- Review and design quality management frameworks.
- Perform audits and submit quarterly reports on clinical service performance.
- Support strategic HR management in collaboration with HR.
- Research and disseminate public medical information.
- Guide decisions on clinical staffing and service priorities.
Experience and Qualifications
- Must be a Registered Medical Practitioner in Dominica.
- Master’s degree in a clinical-related specialty and five years’ senior medical/management experience; OR
- Master’s degree in Health Care/Public Health Administration and five years’ senior medical/management experience; OR
- Bachelor’s/Post Graduate Diploma in Medicine and seven years’ senior medical/management experience PLUS Master’s in Health Care/Public Health Administration.
- Proven management experience in clinical supervision/programs.
- Budgeting, resourcing, and performance evaluation skills.
- Strong understanding of clinical standards/regulations.
- Excellent communication, organizational, and leadership skills.
- Analytical, detail-oriented, and capable of report writing and decision-making.
- Knowledge of the Public Service Act and Regulations.
- Ability to resolve conflicts, set standards, and lead by example.
