Reporting to the Senior Director - Strategic Planning & Research, the Director, Planning, Performance Monitoring & Evaluation, leads the development, implementation and oversight of the Trust’s planning, performance monitoring and evaluation frameworks. The Director is responsible for strengthening corporate performance, ensuring alignment with national priorities, and supporting effective governance across the Organisation. The Director is also responsible for providing strategic leadership, preparing key performance and planning reports, ensuring data integrity, and guiding the integration of strategic objectives into operational plans. This position has organisation-wide impact and plays a critical role in continuous improvement, results-based management and organisational development.
QUALIFICATION & EXPERIENCE:
ü Master of Science Degree in Business/Public Administration, Business Processes Management, Strategic Planning, Organisation Development or other related fields
ü At least five (5) years’ relevant experience in Public Administration, Auditing, Higher Education Institutions, Financial Service Organisations, Information Communication and Technology Operations, or Business Operations
KEY COMPETENCIES:
ü Strong knowledge of strategic planning, performance management and monitoring systems
ü Knowledge of Technical Vocational Education and Training (TVET), Adult Education and National Youth Development Frameworks
ü Experience in Corporate Governance and budget planning
ü Excellent analytical, problem solving and decision-making skills
ü Strong planning, organising and project management capabilities
KEY DUTIES:
ü Leads the development of Corporate and Strategic Plans
ü Monitors organisational performance and prepares monthly, quarterly and annual performance reports
ü Ensures compliance with Government of Jamaica performance planning and reporting requirements
ü Oversees the preparation and alignment of divisional and departmental operational plans
ü Provides technical advice, conducts staff training in planning methodologies (e.g., Balanced Scorecard, Log Frame)
ü Ensures data integrity, statistical reporting, and effective use of technology solutions for planning and monitoring
ü Prepares technical papers, reports, briefs and presentations for internal and external stakeholders
ü Manages departmental budgeting, staff work plans, performance appraisals and employee development
