Director of Methodology, Regulatory Frameworks and Statistics

The Financial Services Commission (FSC) is an integrated financial services supervisor/regulator. Our mission is to regulate and supervise the securities, insurance, trust and corporate service providers and private pensions industries, for the protection of their customers, thereby enhancing public confidence in the financial sector of Jamaica.

 We are seeking a highly experienced Director of Methodology, Regulatory Frameworks and Statistics to provide strategic leadership and technical oversight of the Commission’s regulatory methodologies.

 MAJOR ACCOUNTABILITIES:

  • Lead the design, refinement, and implementation of supervisory methodologies and regulatory frameworks.
  • Translate international standards into practical supervisory tools and manuals.
  • Collaborate with the statistics unit to incorporate data outputs into risk‑based supervision.
  • Govern methodological standards, ensuring consistency, proportionality, and effectiveness of supervisory approaches.
  • Provide technical input into international assessments, peer reviews, and compliance with global standards.
  • Mentor and develop staff in methodology and frameworks. 
  • Represent the FSC in domestic, regional, and international technical fora.
  • Contribute to FSC publications, particularly in areas relating to supervisory methodology and regulatory frameworks. 

 QUALIFICATIONS AND EXPERIENCE

  • Master’s Degree in Economics, Statistics, Finance, Risk Management, Public Policy, Actuarial Science or a related discipline.
  • Professional certification or demonstrated expertise in regulatory methodology, risk‑based supervision, statistics or data analytics would be an asset.==
  • At least 10 years’ relevant professional experience, including progressive leadership responsibility, in a financial regulatory authority, central bank, statistical agency, international organization or the financial services industry, with substantial exposure to regulatory methodology, supervisory frameworks, statistics or analytics.
