The incumbent is responsible for coordinating, implementing, and monitoring national policies, programmes, and projects related to chemicals, hazardous waste management, and environmental sustainability.
The Ministry of Water, Environment and Climate Change is seeking to recruit a suitably qualified person to fill the vacant post of Director, Chemical and Pollution (GMG/SEG 3) salary range $5,198,035.00 to $6,990,779.00 per annum.
Key Responsibility Areas:
Management/Administrative Responsibilities
- Represents the Ministry at meetings, seminars, and on committees, as directed.
- Prepares monthly, quarterly, and ad-hoc reports.
- Represents the Government in international policy fora, monitoring relevant agreements and issues, and advocating Jamaica’s positions.
- Convenes consultations with key stakeholders on related Cabinet Submissions, Ministry Papers, policy and legislative matters.
- Prepares and delivers presentations on environmental issues, particularly in respect to trade and environment and waste and chemicals management issues at local and international fora, as directed.
- Contributes to the development of the Branch’s Corporate and Operational Plans, annual budget, and monthly cashflow.
- Develops individual work plan aligned to the Branch’s Corporate and Operational Plans.
Technical/ Professional Responsibilities
- Leads/participates in the preparation and review of project proposals, plans and programmes.
- Oversees and monitors the implementation of assigned projects, plans and programmes.
- Prepares drafting instructions for submission to the Office of the Chief Parliamentary Counsel to address legislative matters concerning the management of hazardous wastes, chemicals and any other matters assigned.
- Prepares Cabinet Submissions, Ministry Papers, and speeches.
- Prepares reports and position papers to advise the Ministry, Cabinet and Parliament on sustainable development and environmental issues
- Represents the Ministry on the negotiation team for chemicals and waste-related multilateral environmental agreements.
- Prepares national reports on multilateral environmental agreements to which Jamaica is a Party and coordinates the implementation of related decisions.
- Contributes to the formulation and implementation of programmes, strategies, policy instruments, and legislation related to national environmental management, trade and environment, hazardous waste and chemicals management.
- Supports the development and periodic revision of the National Implementation Plan for Persistent Organic Pollutants (POPs) and monitors its implementation.
- Coordinates the development of policies and sub-policies on chemicals and hazardous waste and monitors their implementation.
- Coordinates the implementation of International Conventions and Frameworks on Chemicals and Hazardous Waste Management including Stockholm Convention on the Persistent Organic Pollutants (POPs), the Basel Convention on the Control of the Transboundary Movements of hazardous wastes and their disposal, the Minamata Convention on Mercury, the Strategic Approach to International Chemicals Management (SAICM), and the Vienna Convention and its Montreal Protocol on Ozone Depleting Substances.
- Liaises with donor and development agencies on technical cooperation initiatives for trade and environment, chemicals and hazardous waste management plans and programmes.
- Supports the implementation of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Pesticides.
- Engages with public and private sector agencies, academia, and civil society in developing and implementing sustainable development and environmental projects and programmes.
- Collaborates with the Senior Director to assess the impact of legislation and policies and make recommendations accordingly.
- Responds to complaints and queries from the general public on related environmental issues and follow-up on ongoing matters, as required.
- Serves as Jamaica’s focal point for key international environmental agreements and coordinates their implementation at the national level.
- Keeps abreast of sustainable development and environmental developments at the regional and international levels.

Minimum Required Education and Experience
- Bachelor Degree in Natural or Environment Science or related field
- Six (6) years’ experience in a related capacity
