The Department of Physical Planning invites suitably qualified applicants to apply for the position of Deputy Principal Planning Officer.

MANDATE

To coordinate the day-to-day operations of the Department of Physical Planning and manage the activities of the Development Control System for the execution of the Land Development Control Act.

KEY FUNCTIONS

  1. To coordinate the day-to-day operations of the Department.
  2. To provide inputs, research, participate and directly manage the development of land administration policies and procedures.
  3. Coordinate the monitoring of unauthorized development on the island and the preparation and issuing of enforcement notices against contraventions of the land Development Control Act.
  4. To liaise with the Disaster Planning Committee and to assist with the coordination of data information

KEY DUTIES

  1. Oversee the day-to-day operations of the Department and manage staff providing guidance and support.
  2. Serve as a member of the Management Committee of the Department.
  3. Coordinate the revision of planning applications.
  4. Assist with the revision of the Terms of Reference for Environmental Impact Assessments and Environmental Impact Statements.
  5. Organize and arrange for the Land Development Control Meetings to be held and present applications at the meetings.
  6. Participate in the preparation and implementation of public awareness education programmes on land use and environmental issues
  7. Coordinate enforcement measures against contraventions of the Planning Ordinance.
  8. Manage the preparation of land use plans and policies.
  9. Assist in drafting, reviewing and updating planning policies and regulations to ensure that current needs and standards are met.
  10. Participate in disaster management activities designed to prepare for, mitigate against and respond to disaster events.
  11. Develop and implement strategies for improving and maintaining a high level of Customer Service in the public sector.
  12. Ensure that professional standards are upheld within the Department.
  13. Support the Principal Planning Officer resolving planning and development conflicts across both public and private sectors.
  14. Ensure that approved developments comply with relevant regulations and standards by conducting site inspections and reviews.
  15. Perform other related duties as required by the job function.

 

KEY AUTHORITIES

Authorized to:

  1. Request information from various agencies.
  2. Conduct site visits to subject areas.
  3. Request additional information for planning applications on behalf of the Principal Planning Officer.
  4. Prepare decision notices considered by the Land Development Control Committee.
  5. Prepare decision notices for applications which have been delegated to the Principal Planning Officer.
  6. Prepare enforcement notices against contraventions of the Land Development Control Act..
  7. Assist with the coordination of the activities of the Land Development Control Committee.

SCOPE OF THE JOB

The job requires the incumbent to interact with developers, government departments and various other agencies and the general public.  It also requires the ability to coordinate the day-to-day operations of the Department, manage and supervise others as well as work individually.

 

PERSONAL QUALIFICATIONS

The incumbent must possess well-developed knowledge of property development and the related socio economic, cultural and political issues, the regulatory, legal and institutional framework in which development takes place, effective negotiating, interpersonal and communicative skills and an understanding of the business and project management functions.

These knowledge, skills and abilities are normally obtained in the process of acquisition of a postgraduate degree in Physical Planning or an equivalent qualification together with at least five years related work experience within Development Control, including managerial experience
