On April 1, 2019, the Public Procurement Act came into effect establishing the Public Procurement Commission (PPC) as a Public Body Corporate replacing the National Contracts Commission.

The PPC has responsibility for reviewing and endorsing recommendations for the award of Government Contracts, making recommendations to Cabinet for the award of Government Contracts, as well as registering companies/businesses desirous of participating in the Government of Jamaica (GOJ) Procurement Process. The PPC also oversees the implementation of the GOJ Contractor and Consultant Performance Evaluation Programme (CCPEP).

Salary Range: $5,198,035.00 - $6,990,779.00 per annum

Job Purpose

Under the general direction of the Executive Director, the Data Analyst plays a key role in analyzing large and complex data sets to determine solutions and strategies that contribute towards the efficiency of the organisation. The Data Analyst will develop clear and well-structured analytical plans to collect and analyse data from the key functions of contractor performance, supplier registration and procurement management and compliance. The incumbent will be responsible for interpreting data, analyzing results, and providing actionable insights to drive informed decision- making as well as work closely with stakeholders to understand their data needs, develop analytical solutions, and present findings in a clear and concise manner.

Key Responsibility Areas:

A.    Management/Administrative Responsibilities

  • Contributes to the development of the Branch’s Operational Plan and Budget.
  • Develops Individual Work Plan based on strategic alignment with the PPC’s
  • operations and the Branch.
  • Represents the PPC at meetings, conferences, workshops and other events.

B. Technical/Professional Responsibilities

  • Formats data, develops and prepares reports, charts, tables, and other related documents and graphics.
  • Plans and organises data file structures to ensure optimal efficiency.
  • Develops, manages, and maintains statistical databases ranging from simple to complex, including performing data audits and ensuring accurate entry and upload processes.
  • Assists in data extraction, transformation and analysis for reports and decision making.
  • Plans and manages data file structure; develops, manages, and maintains simple and complex statistical databases; audits data entry and uploads.
  • Conducts audits of databases to identify and correct errors or inconsistencies.
  • Uses techniques to supplement data with missing or additional details from reliable sources.
  • Provides technical guidance to staff members in the organization.
  • Liaises with other Branches to collaborate and facilitate the implementation
  • of inter-Branch projects and other activities.
  • Designs data collection tools, including questionnaires.
  • Proactively keeps up to date with issues that may impact the organization and stakeholders.
  • Maintains knowledge of PPC’s operations, working knowledge of the policies, procedures practices and protocols to be able to respond appropriately to enquiries, requests or issues.

C. Other Responsibilities

  • Performs all other related duties and functions as may be required from time to time.

  • Data formulated analysed  according  to  statistical  standards  and established internal standards.
  • Analyses conducted are valid and reliable and executed within the agreed timeframes.
  • Guidelines for data collection are researched, formulated, supported by sound research, and implemented as agreed.
  • Databases  maintained  according  to  established  industry  standards  and internal protocols.
  • Reports generated are accurate and produced on time.
  • Individual Work Plans developed in conformity to established standards.
  • Confidentiality, integrity and professionalism displayed in the delivery of duties and interaction with staff.

  • Good knowledge of operations in government.

Minimum Required Education and Experience

  • Bachelor of Science in Statistics or Research Methods, Data Science, Business
  • Administration with Statics, Economics with Statistics.
  • Knowledge of statistics and experience using statistical package for analyzing datasets (Excel, SPSS, SAS etc.).
  • Technical expertise regarding data models, database design development, data mining and segmentation techniques.
  • Minimum of two (2) years working experience as a Data Analyst or Business Data
  • Analyst.
