Consultancy Services to Implement and Operationalise the Barbados Qualifications and  Credit Framework (BQCF)

1. The Government of Barbados, through the Barbados Accreditation Council (BAC) has embarked on the implementation of a National Qualifications Framework (NQF). The NQF, titled the Barbados Qualifications and Credit Framework (BQCF), is designed to improve the recognition and comparability of qualifications, and enhance the quality of the post-secondary/tertiary education and training systems across the country.
2. By design, the BQCF will consolidate the delivery of education and training under a single framework; make it easier for learners to enter the educational system and to move and progress horizontally and vertically within it; improve the educational quality in Barbados; expand access to learning and work opportunities for all; and enable learners to develop to their full potential.
3. The BAC is therefore inviting proposals from qualified individuals or companies/institutions to support the implementation and operationalisation of the BQCF.  

4. The main objective of the consultancy is to develop, design and implement BQCF-related  policies, procedures, systems and structures; training of staff and sensitization of stakeholders; and to provide comprehensive monitoring and evaluation to support implementation and operationalisation of the framework.
5. Eligible individuals/entities should have at least 5-7 years of experience in designing and delivering NQF-related consultancies, quality assurance and accreditation frameworks, post secondary/tertiary qualifications, curriculum design and mapping, as well as training and implementation services. Interested individuals/entities must provide information confirming that they are qualified to perform the services (resumes/CVs, description of similar assignments, experience in similar conditions, methodology, relevant appropriate skills). In the assessment of submissions, consideration will be given to qualifications and experience on similar initiatives.

7. The original and one copy of the proposal clearly marked: Request for Proposal – Consultancy Services to Implement and Operationalise the Barbados Qualifications and Credit Framework (BQCF), must be prepared in English and delivered in sealed envelopes to the following address no later than 4:00 p.m. on Friday, June 13, 2025:
