CABIN SAFETY & DANGEROUS GOODS INSPECTOR - VACANCY NOTICE

The Barbados Civil Aviation Authority (BCAA) is inviting applications for the position of Cabin Safety & Dangerous Goods Inspector. This essential role focuses on the safety oversight of the transport of dangerous goods by air, along with cabin safety surveillance of local and international operators operating within Barbados’ airspace.
ABOUT THE ROLE
This position plays a key part in Barbados’ regulatory structure for aviation safety. While the scope includes traditional cabin safety functions such as cabin en route inspections and operator training reviews, the primary focus is on ensuring safe, legal, and secure transport of dangerous goods (DG) by air.
You will review dangerous goods programs, inspect handling practices, and monitor the performance of operators at various aerodromes and facilities. The role also includes supporting legal compliance through investigations, enforcement action, and technical support during court proceedings if necessary.
KEY DUTIES AND RESPONSIBILITIES:
- Conduct surveillance, audits, and inspections focused on dangerous goods handling and transport operations by air operators and aerodrome operators.
- Review and approve Dangerous Goods training programs for compliance with ICAO/IATA and BCAR requirements.
- Assess and approve dangerous goods manuals and operator procedures to ensure compliance and best practice implementation.
- Monitor DG training delivery at operator facilities and training institutions to ensure regulatory standards are upheld.
- Participate in investigations of incidents and violations involving dangerous goods, preparing reports and recommending enforcement action as necessary
- Provide expert regulatory guidance and represent the Authority in legal proceedings and technical consultations.
- Lead public awareness efforts around items classified as dangerous goods, including outreach to passengers and air operators.
- Evaluate operator compliance with approved DG programs and implement corrective measures where deficiencies are found.
- Perform cabin enroute inspections and ramp inspections on local and foreign aircraft.
- Review and monitor Cabin Crew operations manuals, minimum equipment lists, and training programs.
- Support the certification and surveillance of air operators, ensuring adherence to cabin safety requirements.
- Participate in accident and incident investigations involving passenger-carrying aircraft.
QUALIFICATIONS AND EXPERIENCE:
Applicants must meet one of the following experience profiles:
- 8+ years’ experience in aviation operations (e.g. airline, regulator, or handling agency) with formal training in Dangerous Goods transport and cabin crew operations,
OR
- 8+ years’ experience as a Cabin Crew Member, including at least 4 years in a supervisory or instructional capacity, with Dangerous Goods certification.
ALSO REQUIRED:
- A Diploma or Certificate in Management Studies, Business Administration, or a related post-secondary qualification.
KNOWLEDGE & SKILLS:
- Deep understanding of ICAO/IATA Technical Instructions for the transport of dangerous goods by air.
- Working knowledge of Civil Aviation Regulations on both DG and cabin safety operations.
- Familiarity with flight and duty time limitations and cabin crew training program design.
- Ability to conduct thorough inspections, audits, and investigations with minimal supervision.
- Strong written and oral communication skills, with the ability to present complex regulations clearly.
- Excellent judgment, attention to detail, and analytical thinking.
- Computer proficiency, especially in Microsoft Office and document tracking systems.
