The Ministry of Finance in the Nevis Island Administration invites eligible persons to apply for the post of ASSISTANT REGULATOR.

 

OVERVIEW:

The Ministry of Finance is searching for a qualified person to fill the position of Assistant Regulator in the International Banking Division of the Financial Services (Regulation and Supervision) Department (FSRC – Nevis Branch). The successful candidate will report to the Regulator of International Banking. The Financial Services Regulation and Supervision Department is the Nevis Branch of the Financial Services Regulatory Commission (FSRC).

 

RESPONSIBILITIES:  

  1. Review application documents submitted to the FSRC – Nevis Branch for licences to ensure compliance with the relevant legislation
  2. Perform due diligence on persons applying to act as officers, senior management, directors, beneficial owners and shareholders of licensees to determine fitness and propriety
  3. Gather and analyse information on licensees to assess prudential risks and compliance with relevant legislation, policy and guidance
  4. Assist the Regulator of International Banking to monitor the safety and soundness of all licensed international banks in accordance with the Nevis International Banking Ordinance, Cap. 7.05 (NIBO), the Nevis International Banking Regulations, 2015, and the Financial Services Regulatory Commission (FSRC) Risk-based Supervisory Framework
  5. Under the supervision of the Regulator (FSD) and Regulator of International Banking, conduct off-site monitoring and on-site examinations to assess the adequacy of licensees’ governance and management oversight, risk management frameworks, internal controls and processes and that the requirements of the NIBO and the Basel Core Principles for Effective Banking Supervision have been complied with
  6. Assist the Regulator in the effective implementation of the Financial Services Regulatory Commission Act, Cap 21.10, the Anti-Proliferation (Financing of Weapons the Anti-Money Laundering Regulations, 2011, the Prevention of Terrorist Financing Regulations, 2011 and the Financial Services (Implementation of Industry Standards) Regulations, 2011, and their respective amendments
  7. Attend and participate in interviews with auditors or licensees to confirm findings of examinations
  8. Draft pre-examination and examination reports to determine examination scopes and recommendations for improvement based on findings, and follow-ups to ensure compliance with recommendations
  9. Assist the Regulator of International Banking in the investigation of any contravention of NIBO that he or she has reasonable grounds to believe has or may have been committed by a Licensee or any of its directors, officers or senior management and determine appropriate recommendations to the Regulator of International Banking
  10. Examine accounts and audited financial statements of a Licensee
  11. Investigate complaints against licensees by customers, creditors and other stakeholders
  12. Research, analyse and monitor economic, financial and technological developments that may affect the Financial Services Sector in St. Kitts and Nevis
  13. Prepare reports and make recommendations with respect to matters arising out of the performance of any of the duties listed in 1 to 8 above

 

JOB REQUIREMENTS:

  1. Bachelor’s degree in Banking, Accounting, Finance or any related and/or equivalent field
  2. A Professional Certification in a related field would be an asset
  3. Training or Certification in Anti-Money Laundering/Countering the Financing of Terrorism and Proliferation Financing (AML/CFT/CPF) Compliance and Supervision would be an asset
  4. At least five (5) years of relevant experience in the banking and financial services industry
  5. Basic knowledge of accounting principles and analytical skills to analyse the implications of financial statements as they relate to international banks
  6. Knowledge of the Nevis International Banking Ordinance, Nevis International Banking Regulations, Guidelines, policies and procedures relating to the supervision of international banks
  7. Proficiency in Microsoft applications, especially MS Excel, Word and PowerPoint
  8. Highly organized, can work independently on multiple tasks/projects and meet set deadlines
  9. Strong command of written and oral English
  10. Reliable, confidential; able to work as part of a team/group environment
  11. Have strong interpersonal and communications skills

SALARY: Commensurate with qualification and experience.
