MANAGER FINANCE & ACCOUNTS
JOB SUMMARY:
The Manager, Finance and Accounts is responsible for planning, directing and coordinating the financial and accounting functions of the Public Transport Service Corporation (PTSC). The incumbent ensures the efficient management of financial resources, preparation of accurate financial reports, maintenance of sound internal controls and compliance with statutory and corporate financial requirements. The position also provides strategic financial guidance to support the Corporation’s operational and organizational objectives.
DUTIES AND RESPONSIBILITIES:
- Direct and oversee the operations of the Finance and Accounts Department.
- Develop, implement and monitor financial policies, procedures and internal control systems.
- Prepare annual budgets, financial forecasts and cash flow projections for the Corporation.
- Monitor and control expenditure to ensure adherence to approved budgets.
- Ensure the accurate and timely preparation of monthly, quarterly and annual financial statements and management reports.
- Manage the Corporation’s accounting systems, records and financial transactions.
- Ensure compliance with statutory requirements, financial regulations and accounting standards.
- Coordinate internal and external audits and ensure implementation of audit recommendations.
- Prepare financial analyses and provide recommendations to support strategic decision-making.
- Oversee payroll accounting, accounts payable, accounts receivable and reconciliation processes.
- Monitor revenue collection and financial performance indicators.
- Liaise with auditors, financial institutions, government agencies and other external stakeholders.
- Supervise, train, mentor and evaluate finance and accounting staff.
- Advise Executive Management on financial risks, opportunities and resource allocation.
- Ensure proper safeguarding and accountability of the Corporation’s financial assets.
- Perform any other related duties as may be assigned by Executive Management.
MINIMUM QUALIFICATION AND EXPERIENCE:
- Master’s Degree in Finance, Accounting, Business Administration or a related field from a recognized institution; OR
- Professional accounting qualification such as ACCA, CIMA, CMA.
- Minimum of seven (5) years’ experience in finance and accounting, including at least three (3) years in a senior supervisory or managerial position.
- Membership with the Institute of Chartered Accountants of Trinidad and Tobago (ICATT)
- Sound knowledge of financial management principles, accounting standards, budgeting and auditing practices.
- Knowledge of relevant financial legislation, taxation and statutory compliance requirements.
- Excellent leadership, communication and interpersonal skills.
- Ability to prepare and present financial reports and recommendations to Executive Management.
- Ability to work under pressure and meet strict deadlines.
REQUIRED SKILLS AND KNOWLEDGE:
- Thorough knowledge of financial and accounting principles, practices and procedures.
- Knowledge of budgeting, financial planning, forecasting and financial analysis techniques.
- Knowledge of auditing standards, internal controls and risk management practices.
- Knowledge of applicable financial legislation, taxation and statutory requirements.
- Proficiency in the use of computerized accounting systems and Microsoft Office Suite applications.
- Strong analytical and problem-solving skills.

- Strong oral and written communication skills.
- Ability to prepare, interpret and present financial reports and statements.

- Knowledge of the transport sector, PTSC, and its underlying economics and financial drivers of performance
