Reports to: Cost Control Manager (project based) / Operational Manager / Section Manager
Role Purpose
To manage all cost-related aspects of construction projects, ensuring financial efficiency, accurate measurement, and control of project expenditures from tendering through to final account. The role supports the Cost Control Manager in delivering value-for-money outcomes and maintaining commercial integrity across all project stages.
Dimensions
Financial: Responsible for project cost estimation, valuation of works, and budget monitoring
Technical: Applies quantity surveying methods, cost reporting, and contract valuation aligned with company and client standards.
Organizational: Coordinates with project management, procurement, and finance teams to maintain cost visibility and control.
Interfaces
Internal: Cost Control Manager, Project Managers, Section Managers, Site Engineers, Finance Department, Procurement
External: Clients, Subcontractors, Suppliers, Consultants, Quantity Surveying Firms.
Accountabilities
- Prepare cost estimates, bills of quantities, and tender documents.
- Evaluate and certify subcontractor payments and variation claims.
- Monitor project budgets, forecast costs, and identify cost-saving opportunities.
- Support monthly cost reports and financial statements for project management.
- Conduct site visits to verify progress and validate payment applications.
- Ensure compliance with contract conditions, company procedures, and local regulations.
- Assist in preparing final accounts, cost reconciliation, and reporting deviations.
Qualifications
- Degree in Quantity Surveying, Construction Economics, or related field.
- 3–5 years’ experience in cost control or quantity surveying (preferably in construction or infrastructure projects).
- Strong understanding of FIDIC or similar contract forms.
- Advanced Excel and cost management software skills.
- Excellent analytical, negotiation, and communication abilities.
- Proactive, detail-oriented, and able to work under pressure in a multicultural environment.
