Manage and facilitate the sustainability of the Greenhouse Gas Database Management System (GHGDMS) and all related functionalities. 

Manage and maintain the national MRV system with secured online access by authorized suppliers and managers of relevant data, as the system will facilitate data collection, analysis, verification and reporting. 

Implement the national transparency management processes including a harmonized set of data supply and guidelines. 

Implement the use of monitoring and evaluation (M&E) tools to provide long term reliable and consistent data on climate mitigation; adaptation, climate financing, capacity building efforts and GHG emissions. 

Utilize inventory results to identify trends and recommend strategies to reduce emissions. 

Collect, compile, and analyse GHG emissions and removals data across key sectors: 

Energy 

Industrial Processes & Product Use (IPPU) 

Agriculture, Forestry and Other Land Use (AFOLU) 

Waste 

Develop and maintain activity data templates and emission factor databases. 

Apply IPCC methodologies (Tier 1–3) for estimating emissions and removals. 

Conduct quality control/quality assurance (QA/QC) on GHG data. 

Develop quality assurance and quality control plans to ensure the accuracy and integrity of emissions data. 

Prepare the National GHG Inventory annually or as required. 

Support preparation of the National Inventory Report (NIR), Biennial Transparency Report (BTR), and National Communication (NC). 

Maintain the national MRV (Measurement, Reporting & Verification) system. 

Engage MDA data providers to ensure timeliness and accuracy of sectoral submissions. 

Support development of sector-specific emission reduction projections and scenarios. 

Assist with implementation of GHG-related capacity-building activities and training workshops. 

Provide technical input for climate policies, mitigation plans, NDC (Nationally Determined Contribution) updates, and project proposals. 

Conduct uncertainty assessment for GHG estimates and recommend improvements. 

Maintain archives and documentation to ensure transparency and traceability. 

Represent the Ministry at workshops, technical meetings, and consultations. 

Prepare reports, briefs, and presentations for internal and external stakeholders. 

Support development of climate data-sharing agreements with MDAs and the private sector. 

Perform other related duties as assigned. 

Bachelor’s Degree in Environmental Science, Climate Science, Geography, Natural Resources Management, Engineering, or related field.  

At least six (6) years experience in climate change, GHG accounting, emissions inventory development/auditing, environmental data management, or related analytical work.
