The Ministry of Water, Environment and Climate Change is seeking to recruit a suitably qualified person to fill the vacant post of Oceans and Blue Economy Officer (GMG/SEG 2) salary range $4,266,270.00 to $5,737,658.00 per annum.
Key Responsibility Areas:
- Assist with research and data collection to support the development of policies, strategies, and legislation for the blue economy and ocean governance.
- Support the preparation of technical reports, Cabinet Submissions, and briefing documents.
- Contribute to the monitoring and evaluation of blue economy and coastal management projects.
- Assist in preparing funding proposals, project documents, and reports for development partners.
- Compile information on international conventions, best practices, and emerging issues in ocean and marine management.
- Assist in coordinating workshops, stakeholder meetings, and consultations.
- Support the implementation of marine and coastal management projects, including field activities, surveys, and data analysis.
- Monitor project timelines and prepare status updates for supervisors.
- Help maintain project budgets and documentation in accordance with Ministry and donor requirements
- Support liaison with public and private sector stakeholders, local communities, and civil society groups involved in blue economy initiatives.
- Assist in preparing minutes, briefing notes, and reports for inter-agency committees and working groups.
- Contribute to awareness campaigns and educational outreach on marine conservation and sustainable ocean use.
- Maintain proper filing, record-keeping, and database management systems for the Division.
- Prepare correspondence, memos, and meeting documentation.
- Provide logistical support for local and regional meetings, workshops, and conferences.
- Perform other related duties.
Minimum Required Education and Experience:
(a) Specific knowledge (however acquired) required to start:
- Familiarity with Jamaica’s coastal / marine environment, climate change impacts on coastal zones, blue / green economy frameworks, and related governance or regulatory regimes.
(b) Qualifications and Experience
- First Degree in Marine Science, Environmental Science or related field.
- Four (4) years working in oceans / coastal / marine-related policy, programme or project management, preferably with exposure to government / public sector.
