The Purchasing Officer will be responsible for overseeing purchasing activities to ensure goods and services are acquired in a transparent, compliant, and cost-effective manner in accordance with relevant acts and company policies.

Key Responsibilities
- Provide advice to management and staff on procurement policies, procedures, and best practices.
- Maintain and update the procurement tracker to ensure accurate and timely records of all purchasing activities
- Maintain and ensure accurate, up-to-date purchasing records and reports.
- Ensure that procurement practices align with the Financial Administration and Audit (FAA) Act, Public Procurement Act, and company policies.
- Prepare and review tender documents.
- Administer tender process from preparation and publishing/advertising of procurement notices to contract signing.
- Act as the Lead Evaluator for tender processes and oversee the evaluation of bids.
- Manage supplier relationships, including assessing supplier reliability, performance, and adherence to contract terms.
- Oversee the procurement and timely delivery of goods, services, and works, ensuring quality and cost-effectiveness.
- Ensure proper storage and inventory management of procured goods.
- Provide training to staff on procurement policies and procedures, ensuring organizational compliance.
- Monitor procurement activities to ensure conformity with the approved Procurement Plan and budget.
- Assist with customs clearance processes for imported goods in collaboration with customs brokers.
- Work collaboratively with accounts payable and other accounting staff to ensure accuracy in finances.
- Assist with the preparation of audit schedules.
- Perform any other duties as assigned.
Academic Qualification and Experience
- Bachelor’s degree in business administration, Management Studies, Public Administration, Economics, Accounting, or a related field.
- Certification in Public Procurement (e.g., MIND, UNDP/CIPS Level 3, or INPRI Level 4).
- ACCA Level 2 is an asset for candidates with a financial background.
- At least three (3) years of related work experience in the procurement of goods, services, and works.
Required Knowledge, Skills, and Competencies
- Demonstrated proficiency in Microsoft Office Suite and other relevant procurement software.
- Strong communication skills and the ability to develop professional business correspondence.
- Good time management, decision-making, organizational skills and a team player.
- High level of confidentiality is required.
