The Social Transformation and Renewal Foundation (STAR Foundation) is seeking a Employment Laison Officer to support Project STAR, a national initiative working to transform social and economic outcomes in communities across Jamaica through coordinated, community-led action.
Project STAR is supported by the Private Sector Organisation of Jamaica (PSOJ) and implemented in partnership with the Jamaica Constabulary Force (JCF), government agencies, community organisations and private sector partners to address the root drivers of violence and expand pathways to opportunity.
PURPOSE OF THE ROLE
Reporting to the Training & Job Placement Team Lead, the Employment Liaison Officer assists in variousadministrative and operational tasks related to employment services and job placement, with the objective ofsuccessfully connecting job seekers with suitable employments and internship opportunities from employer partners.
Key Responsibilities include:
Job Matching:
• Support the mapping of job seeker skills, qualifications, and employment goals with employer needs.
• Coordinate and submit Job Starter Packages.
• Recommend job/internship placements, and the matching of Mentors to job seekers
Training Team Collaboration:
• Provide information to Training Team about available employment services, programs, and resources;
• Partner with Training Team to assist job seekers in completing paperwork required for job placements;
• Collaborate to create Participant Summary Sheet to facilitate job placement.
Data Management & Documentation:
• Enter and update information in the Employer Database.
• Generate reports and compile statistics as requested by the Employment Liaison Officer.
• Organise and maintain physical and digital files, ensuring proper documentation and record-keeping.
• Assist in preparing and processing employment-related paperwork and contracts.
• Ensure compliance with data protection and confidentiality policies.
Communication and Follow-up:
• Coordinate and schedule appointments and interviews between job seekers and Employment Liaison Officer.
• Send Appointment reminders and confirmations to employers and job seekers as necessary.
• Communicate and relay messages, requests, and updates as directed by the Employment Liaison Officer.
• Assist in following up with job seekers to collect feedback and track their progress in job placement.
• Assist in following up with mentors and job seekers to collect feedback on the mentorship programme.
Support Programme Initiatives:
• Collaborate with the Employment Liaison Officer to organise workshops, training sessions, and events related to
employer sensitization, job placement and workforce development.
• Assist in event logistics, including venue booking, materials preparation, and participant registration.
Minimum Qualifications:
• Bachelor's degree in Human Resources or related field.
• Familiarity with employment services, job placement, or workforce development programmes preferred;
previous
experience in administrative support, customer service, or a similar role is an asset.
• Proficiency in office software applications (e.g. Microsoft Office suite) and database management.
• Excellent organization and multitasking skills. Strong attention to detail and accuracy.
• Effective communication and interpersonal skills.
• Ability to maintain confidentiality and handle sensitive information.

The Employment Partnership & Placement Officer is responsible for building and managing strategic partnerships with employers, maintain an up-to-date job demand bank, and overseeing the placement and progression of training graduates into employment opportunities. The role ensures alignment between labour market demand and programme outputs, supporting the transition from training to sustainable employment. This position requires a deep commitment to community engagement, the building and maintaining of stakeholder relationships, strong project management skills, and a passion for making a difference in people's lives.
Key Responsibilities:
Employer Engagement and Partnership Development
• Develop and maintain strong relationships with a network of employer partners across sectors.
• Expand the employer network through targeted outreach, networking, and stakeholder
engagement.
• Promote the programme’s workforce offerings and participant skillsets to potential employers.
• Coordinate site visits, job fairs, and employer information sessions.
Job Demand Bank Management
• Maintain an updated Job Demand Bank with current job openings, employer requirements,
and preferred candidate profiles.
• Analyse market trends to identify emerging employment opportunities and high-demand
sectors.
• Share demand-side intelligence with the Training Team to guide course design and
curriculum adjustments.
Participant Placement and Employer Matching
• Map participant skills, qualifications, and employment goals against employer needs.
• Recommend participants for job placements based on suitability and employer criteria.
• Schedule and coordinate interviews between training graduates and employers.
• Facilitate employer feedback loops to inform future participant matching and skills development.
Placement Administration and Support
• Support employers and participants with employment-related documentation, including
contracts, medicals, permits, and police records.
• Ensure accurate records of job placements, including position details, contract terms, and start
dates.
Employment Tracking and Reporting
• Monitor placement rates, employment retention, and participant progression.
