The HSE Officer is responsible for providing operational and administrative support to ensure the effective implementation of the company’s Health, Safety, and Environmental programs.
General Description
The HSE Officer is responsible for providing operational and administrative support to ensure the effective implementation of the company’s Health, Safety, and Environmental programs. Reporting to the HSE Lead, this role involves policy and procedure development, safety inspections, training coordination, recordkeeping, and the day-to-day support of all HSE initiatives at site or department levels. The HSE Officer helps maintain compliance with OSH Act (2004, Amendment 2006) and internal HSE policies.
1. HSE Documentation & Compliance
•Assist in maintaining HSE records including Toolbox Talks, Risk Assessments, Job Hazard Analyses (JHAs), and training logs.
•Ensure that all HSE forms and checklists are up to date, completed, and filed correctly.
•Distribute and help communicate approved policies and procedures to employees and contractors.
•Support documentation updates through the Management of Change (MOC) process.
2. Risk Assessments & Inspections
•Participate in routine safety inspections and hazard identification activities under the direction of the HSE Lead.
•Assist with preparing inspection checklists and entering findings into the reporting system.
•Help monitor the use of PPE and safe work practices across departments.
•Track corrective actions related to inspections and audits as directed by the HSE Lead.
3. Incident Reporting & Follow-Up
•Document and compile information for incident and accident reports for review by the HSE Lead.
•Maintain the incident register and support the tracking of (LTI, First Aid, Medical Treatment, Restricted Work, Near Misses)
•Follow up with departments on corrective actions and update records accordingly.
4. Training & Awareness
•Schedule and coordinate HSE training sessions (e.g. First Aid, Fire Safety, PPE usage) as required.
•Track employee participation and update training attendance records.
•Conduct HSE orientation for new hires and contractors.
•Promote safety awareness by helping organize toolbox talks and safety campaigns.
5. Emergency Preparedness & Support
•Support the execution of emergency drills and maintain records of outcomes.
•Assist in monitoring emergency equipment (e.g. fire extinguishers, first aid kits) to ensure availability and serviceability.
•Maintain updated emergency contact lists and evacuation plans.
6. Regulatory & Audit Support
•Prepare documentation and reports for internal and external audits under the supervision of the HSE Lead.
•Assist during site visits by regulatory bodies (OSH, Fire Services, etc.).
•Track and document actions taken in response to regulatory feedback or audit findings.
Other:
•Assist in monthly/annual stock taking of HSE equipment as required.
•Promote safety awareness and the development of a Safety Culture within the company.
•Compliance with all Policies.
•Any other duties as required by the Group HSEQ Manager or Chief Operating Officer
