Reporting to the Deputy Managing Director, National Training & Programmes Division, The Director, Monitoring and Evaluation is responsible for the Monitoring and Evaluation of Programmes and strategies and the implementation of operational mechanisms to support the TVET system. The Director, Monitoring and Evaluation is also responsible for leading the development of performance measures to ensure Quality Management in the delivery of Training.
QUALIFICATION & EXPERIENCE:
ü NVQ-J Level 6 Certification or a Master’s Degree in disciplines such as: Technical Vocational Education and Training Education (TVET), Management, Social Science, Behavioural Science, Workforce Development or Quality Management
ü Specialized training in Monitoring and Evaluation or related area
ü At least five (5) years’ experience in in Monitoring and Evaluation work, including a management role with at least one (1) year baseline Evaluation and supervision experience
ü Training in Supervisory Management
ü Project Management Training is advantageous
ü Any other equivalent combination of Education and Training that provides the required knowledge
KEY COMPETENCIES:
ü Excellent Strategic Planning competencies
ü Highly skilled in the principles and current approaches to Monitoring and Evaluation using both Quantitative and Qualitative methods
ü Strong ability to design Monitoring and Evaluation (M&E) tools, surveys, surveillance systems and Evaluations
ü Excellent knowledge of the Training and Development Sector
KEY DUTIES:
ü Leads the Monitoring and Evaluation of the performance of Institutions and provides advice on the impact of Programmes and strategies in advancing TVET, Adult Education, Apprenticeship Systems and Youth Social Interventions
ü Leads the development of Risk Management Strategies and procedures to ensure the appropriate control and management of Risks
ü Recommends measures to improve the performance of Institutions/Programmes
ü Develops and Monitors the implementation of the Department’s Operational Plans and Budget
ü Develops and implements systems to effectively manage Clients’ complaints and measure Customer satisfaction
ü Develops Monitoring, Evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance, and produce timely accurate and complete reports
ü Monitors and analyses emerging trends and developments in the Public/Private Sector, Civil Society and external environment and forecast future Programme needs based on trends identified
ü Ensures alignment of Departmental goals/strategies with Corporate direction, mission and objectives
ü Oversees Programme Monitoring and Evaluation related Communications to the Organisation/TVET system.
ü Oversees/approves the development and implementation of Departmental Standard Operating Procedures to support effective programme Monitoring and Evaluation across the Organisation’s Training Delivery/TVET system
ü Provides guidance to staff in the design and enhancement of Monitoring and Evaluation tools, Protocols, Surveys and Evaluation instruments to strengthen quality data collection, analysis and report indicators
ü Directs the conduct of and/or commissions Evaluation/Impact Assessment Studies of the Projects/Programmes being monitored
ü Leads the Monitoring and Evaluation of Projects to support and inform the Strategic direction of the Trust
ü Leads the development of a comprehensive Monitoring and Evaluation framework, toolkits including performance indicators and benchmarks for each aspect of the Training Programme design, development and implementation
ü Leads the development and implementation of systems and mechanisms for collecting data to monitor the development of defined Performance Indicators and Programme Evaluation criteria and methods to track Training and Development Performance/Impact
ü Coordinates quarterly, semi-annual, and annual Data Analysis and reporting for all the indicators and the maintenance of up-to-date and accurate source documents for all Programme Indicators
ü Reviews Programme reports on Monitoring and Evaluation findings and leads periodic review sessions to present and discuss the data and use it to inform programming
ü Develops Terms of References (TORs) for Consultants to conduct Commissioned Studies, conduct Evaluations, review Evaluation tools and methodology to ensure the necessary level of Technical rigor as it relates to Policies and Procedures
ü Collaborates with the Information Systems Division to develop Technology-enhanced Management Information System (MIS) to facilitate effective storage, retrieval and usage of Monitoring and Evaluation data
ü Directs and/or conducts Research for current developments/best practices in quality assurance systems for TVET and provide relevant feedback/recommendations to the systems
