Our client seeks a Head of Licensing, Approval & Market Access to oversee regulatory compliance, licensing, and market entry. This role provides strategic leadership for authorisations and vetting, delivers prompt, compliant licensing decisions, maintains strong governance and quality assurance.
The Role
Reporting to the Deputy Executive Director, Regulations and Market Access, this role will drive licensing strategies, manage regulatory approvals, and enable market entry for new financial products and services. The position interacts with senior leaders, local and international stakeholders to ensure regulatory compliance, advance strategic growth and competitiveness in the sector using data and global standards. Key duties include:
- Overseeing licensing, approvals, and key-person vetting processes, managing staff development, performance, and resources to improve department efficiency.
- Establishing, enforcing and monitoring licensing policy, KPIs and service level agreements to include risk assessments.
- Reviewing complex cases, ensuring compliance to regulatory standards
- Ensuring legal and regulatory compliance of licensing decisions monitoring register of licensees.
- Serving on review committees and maintaining oversight of innovation.
- Overseeing product-submission reviews, reviewing and recommending approval/ rejection of product authorisations; coordinating post-approval monitoring.
- Handling confidentiality and data sharing.
- Developing fit and proper frameworks, managing case intake and risk assessments, reviewing key persons, ensuring integrity checks.
- Providing guidance and training to assessors and ensuring continuous improvement of assessment tools and checklists.
Preferred Profile
- Postgraduate degree in Finance, Economics, Law, or a related field.
- Professional designations or certifications (CFA, FRM, PRM) preferred or equivalent.
- Minimum 7 years' experience in financial regulations or large financial institutions, with at least 3 years in management.
- Familiarity with Jamaica's financial sector, market operations, supervisory standards, and relevant regulatory laws.
- Strong skills in planning, decision-making, problem-solving, and coordination.
- Strong leadership, administrative, interpersonal, and relationship skills with confidence in high-level decision-making.
- Excellent analytical, conceptual, interpretive, judgment, and inquiry skills.
- Outstanding oral and written communication.
