Manager, IT Projects
The Caribbean Maritime University (CMU), the only specialized maritime university in the English-speaking Caribbean is inviting applications for the post of Manager, IT Projects (Level 9).
JOB SUMMARY
Under the general supervision of the Vice President for the Office of Digital Transformation, The Manager, IT Projects will serve in an advisory, governance and management capacity providing strategic direction and focus in identifying developing, and overseeing the implementation, monitoring and evaluation of the University’s projects. These projects are internally and externally developed solutions to serve the University’s administrative and academic needs thereby maximising the University’s digital transformation agenda and continuously delivering on maritime excellence. The incumbent will oversee all aspects of Project Management for all hardware and software projects and will provide leadership, planning and guidance related to digitizing, enhancing the value and mitigating the risk of the University’s technology solutions. The incumbent is required to work closely with and manage the relationship between CMU and other government entities, third parties, and regulators to enable successful project execution and achievement of the desired project outputs and outcomes. As the focal point and lead facilitator of the University’s IT Projects, the incumbent is responsible for formulating a project plan and work breakdown structure (WBS), development and monitoring framework with effective policies and policy guidelines, developing project proposals, technical assistance and budget specialization documents for assigned projects. The Manager is also required to explore project opportunities to advance the University’s strategic objectives in fulfilment of its mandate. Additionally, the incumbent is required to provide project management oversight for internal operational projects.

Key Responsibility Areas:
Technical / Professional Responsibilities
- Provides strategic leadership and creates a strategic framework in the development, implementation and support of enterprise and departmental applications, to ensure delivery of the University’s goals.
- Leads the development of project management methodologies to guide the seamless execution of IT projects.
- Develops and reviews project activities, operational guidelines and give close attention to critical milestones and key deliverables and recommends strategies for early identification of potential constraints and risks to projects successes.
- Forecasts and analyses external variables and risks of strategic importance to the University’s priority IT projects and implement mitigation strategies.
- Establishes operational policies and procedures for the implementation, monitoring and evaluation of IT projects undertaken and ensures that the reporting requirements of all stakeholders/partners are met.
- Develops productive relationships with business leaders across the University to influence how software solutions can enable strategic initiatives and student success.
- Advises the VP of Digital Transformation, University President and other members of Senior Management on the implementation status of all projects, at regular intervals.
- Work with constituents to identify, plan, and implement timely, cost-effective, and innovative technology solutions and enhancements that meet functional area needs and support the University’s strategic and operational objectives.
- Manages and maintains accountability for the development and implementation of software and application services strategies and policies.
- Ensures compliance with the legal, financial, procurement and technical requirements for projects and consultants supervised and oversees the preparation of the required financial and technical statements, reports and responses to queries relating to audits of the programmes and projects in accordance with stated agreements and regulations.
- Works with the Division’s managers to monitor new developments and industry best practices to incorporate into operational management and planning for enterprise systems.
- Work with the Division’s managers to manage, guide and directly support projects in alignment with the University’s short- and long-term goals.
- Works with the Division’s managers to identify and integrate cloud-based solutions, business intelligence and reporting solutions, intranet, portal, web services and mobile applications.
- Oversees the professional development and training of staff within the department.
- Controls the budget and expenditure of the projects, the department and provide cost/benefit analyses.
Management Responsibilities
- Allocation and management of resources, including staff, and financial resources within the context of the University’s strategic plan.
- Partner with the Office of Human Resource Administration (OHRA) in recruiting, selecting, orientating, training and evaluating staff for the department.
- Recognizes achievements and assist in identifying professional growth opportunities.
HR Responsibilities
- Provides leadership to staff through effective objective/goal setting, delegation, and communication.
- Fosters and encourages teamwork and promotes collaborative working across departments/units.
- Monitors the routine operations of the department and oversees and/or participates in the review and evaluation of the work of staff members.
- Ensures that staff is provided with adequate and appropriate physical resources to enable them to undertake their duties efficiently and effectively.
- Conducts annual performance appraisal of staff for required purpose; monitors their performance and provides timely feedback to facilitate development of performance gaps and/or reinforcement of performance excellence; conducts performance appraisals within the guidelines provided by OHRA.
- Ensures that training and other development needs of employees are adequately identified and addressed.
- Participates in the recruitment and selection of staff and makes recommendations on training and development.
- Approves vacation leave, sick and departmental leave for staff in the department and participates in the administration of staff benefits in keeping with established human resource policies.
- Recommends/administers disciplinary action in keeping with established human resource policies.
- Conducts frequent department meetings.
- Ensures staff adheres to the policies and procedures of the University.
REQUIRED KNOWLEDGE & EXPERIENCE
- At least a Master’s Degree in Management, /Business Administration, Computer Science; Information Technology; Management Information Systems; or related discipline.
- At least eight (8) years of extensive experience in project management.
- At least five (5) years proven experience in IT project management.
- Strong understanding of project management principles, methodologies, and tools
- Excellent leadership, communication, and interpersonal skills.
- Experience in managing multidisciplinary teams, multiple projects and prioritize tasks effectively.
- Certification/training in Project Management principles, practices, techniques and methodologies. PMP is preferred.
- Proficiency in project management software (e.g. Microsoft Project, JIRA).
- Proven ability to lead, manage, motivate, develop, and evaluate professional IT staff.
