Job Description:
The Chief Water Utilities Engineer is responsible for leading, planning, and coordinating all engineering activities within the Provo Water Company’s Engineering Department. This role oversees the design, construction, and maintenance of water supply, treatment, and distribution infrastructure, as well as cost management and project billing functions.
The position requires strong leadership, technical expertise, and strategic thinking to ensure efficient operations, regulatory compliance, and long-term system sustainability.
Responsibilities:
- Provide leadership and supervision for the Water Utilities Engineer and Cost & Invoicing Engineers, ensuring alignment with company goals and standards.
- Oversee the design, planning, and implementation of water infrastructure projects including pipelines, booster stations, reservoirs, and treatment systems.
- Review and approve project cost estimates, budgets, and invoicing for accuracy and compliance.
- Conduct feasibility studies, engineering analyses, and project risk assessments.
- Ensure projects are completed on time, within budget, and in accordance with PWC engineering standards and regulatory requirements.
- Manage departmental workflow, assign tasks, and monitor progress to meet operational priorities.
- Collaborate with government agencies, consultants, and contractors on major projects and permitting.
- Support development and improvement of engineering procedures, standards, and documentation.
- Lead emergency response planning and infrastructure recovery efforts following system disruptions or natural disasters.
- Promote a culture of safety, accountability, and continuous improvement within the department.
- Prepare reports and presentations for senior management and regulatory authorities.
- Perform and assist in the completion of complex logistical and engineering projects.
- Stay updated on new technologies, materials, and best practices in the water utilities industry.
Qualifications:
- Bachelor’s degree in Civil Engineering, Environmental Engineering, or related field.
- Professional Engineer (PEng) license required.
- Minimum 10 years of progressive experience in water utilities engineering or public works infrastructure.
- Demonstrated leadership or supervisory experience managing engineering teams or large-scale projects.
- Strong knowledge of water supply and distribution systems, hydraulics, cost control, and regulatory compliance.
- Proficiency with AutoCAD, hydraulic modelling software, and Microsoft Office.
- Experience with ERP or project management systems (e.g., Elements) preferred.
- Excellent organizational, analytical, and communication skills.
- Strong understanding of cost estimating, budgeting, and billing procedures.
- Commitment to safety, sustainability, and quality in all engineering practices.
Physical Demands:
- Regularly requires sitting, walking, bending, and lifting for prolonged periods.
- Must hear and speak well enough to conduct business over telephone and two-way radio.
- Requires extended standing and exposure to outdoor conditions including heat, dust, wind, and mud.
- Must wear appropriate personal protective equipment provided by the employer.
- Requires safe operation of a fleet vehicle.
