The Eastern Caribbean Civil Aviation Authority (ECCAA)
- serves as the regulatory authority for safety and security oversight of civil aviation activities and the Communications, Navigation, and Surveillance (CNS) service provider in Antigua and Barbuda, the Commonwealth of Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines. Additionally, the ECCAA acts as the CNS service provider for Anguilla, Montserrat, and Tortola.
The ECCAA is inviting applications from suitably qualified professionals to fill the position of:
AERODROME INSPECTOR
PRIMARY OBJECTIVES:
- To provide safety oversight for all aerodromes, and aerodrome operators in the ECCAA Participating States.
- To plan, prepare for, and participate in the conduct of safety oversight audit and inspections in the ECCAA Participating States.
- To plan, prepare and participate in the certification process for all aerodromes in the ECCAA Participating States.
- To ensure compliance in accordance with the Civil Aviation Regulations and ICAO Annex 14.
QUALFICATIONS AND EXPERIENCE
The Aerodrome Inspector will be required to have the following qualifications and professional experience:
- A minimum of a Bachelor’s degree in engineering (civil or electrical).
- Minimum eight (8) years experience in a similar role.
- Strong working knowledge and experience in aerodrome/heliport planning, operation or maintenance.
- Sound knowledge of Annex 14 — Aerodromes, Volume I — Aerodrome Design and Operations and Volume II — Heliports,
- Sound knowledge of relevant ICAO manuals and national regulations and practices.
- Aerodrome/heliport management experience and knowledge of safety management systems are desirable.
Other qualifications, experience and knowledge suitable for carrying out the duties of an aerodrome/heliport inspector may be considered, subject to any conditions that the CAA may have regarding the person’s qualifications, experience and knowledge.
Qualifying experience should include a broad exposure to aerodrome ground operations.

DUTIES AND RESPONSIBILITIES:
- To review and recommend for approval aerodrome operations manuals and any other similar or related manuals.
- To verify the aerodrome data provided in the aerodrome manuals including, but not limited to, the details of, location of the aerodrome, the movement area, the declared distances available, the aeronautical ground lighting, the ground services and notices of any special conditions and procedures if any.
- To plan, prepare and participate in the aerodrome certification process for all applicants for aerodrome certificates, using ICAO Annex 14, the applicable guidance documents and the relevant Civil Aviation regulations, and make recommendations to the Director - Air Navigation Services on the progress in this process.
- To audit aerodromes including but not limited to the overall aerodrome safety management system, the aerodrome emergency plan, and periodic aerodrome emergency exercises, airport rescue and firefighting services, apron management and parking control, control of vehicles operating on, or in the vicinity of the movement area and bird strike wildlife hazard management.
- To conduct on-site checking, verification and testing of aerodrome facilities, the manoeuvring and movement areas, the physical characteristic, the obstacle control and restriction, visual and electronic aids and technical installations, refuelling facilities and airport rescue and firefighting services.
- To conduct on-site checking, verification and testing of aerodrome equipment.
- To conduct certification of aerodromes and heliports.
- To carry out the necessary follow-up inspections to confirm compliance with the certification standards.
- To carry out routine and non-routine inspections, monitoring and surveillance of the day-to-day operations of all aerodromes, providing reports and recommendations as necessary.
- To provide advice to aerodrome operators and/or States, on the Safeguarding of airports.
- To monitoring the developments of airports in ECCAA Participating States and to ensure that facilities, installations and components are being constructed in accordance with ICAO Standards and Recommended Standards.
- To keep abreast of the latest ICAO publications relating to aerodrome certification and operations requirements, including Safety Management Systems and Facilitation.
- To participate in the investigation of all accidents and incidents when requested.
- Review audit findings, reports, corrective action plans and any other information submitted by States.
- To keep abreast of emerging technology and the changing global industry and recommend changes to update techniques and procedures to meet the demands of development in the industry.
- To prepare aerodrome reports.
- To plan the ECCAA aerodrome surveillance plan.
- To conduct surveillance activities as per the aerodromes annual surveillance plan.
- To ensure findings raised during surveillance activities are duty actioned and closed in a timely manner.
- To perform any other duties as requested by the Director General or his designate.
