KEY RESPONSIBILITIES
1. Strategy, Governance & Performance Management
- Lead the strategic direction and long-term sustainability of Paria’s terminal and product trading operations in line with the Company’s mandate and Board-approved strategy.
- Translate national energy priorities and corporate objectives into actionable business plans, performance targets, and operating budgets.
- Work with the Board to develop and execute approved corporate and operational plans.
- Drive transformational initiatives to improve safety, reliability, asset utilization, service delivery, and financial outcomes.
- Ensure disciplined financial management, margin optimization, cost control, and value-for-money decision-making consistent with State Owned Enterprises (SOE) expectations.
2. Stakeholder, Government & External Relations
- Serve as a senior representative of Paria in engagements with Ministries, regulators, state agencies, suppliers, customers, and industry bodies.
- Build and maintain constructive stakeholder relationships in support of Paria’s objectives.
- Represent the Company in matters relating to ports, customs, environmental authorities, and other statutory bodies.
- Ensure timely, accurate, and transparent reporting to the Board and relevant oversight entities.
3. Health, Safety, Environment & Quality (HSEQ)
- Provide visible leadership in embedding HSEQ as a core organizational value across all terminal and trading operations.
- Ensure compliance with national legislation, international maritime and terminal standards, and industry best practices.
- Promote a “Safety First” culture, with zero tolerance for unsafe acts or conditions.
- Oversee emergency preparedness, incident management, and environmental performance improvement.
4. Commercial & Trading Oversight
- Provide executive oversight of trading activities to ensure security of supply, commercial prudence, and compliance with approved risk parameters.
- Identify and evaluate commercial opportunities aligned with Paria’s mandate, risk appetite, and governance framework.
- Oversee the administration of commercial contracts, ensuring compliance with legal, regulatory, and public-sector procurement requirements.
- Maintain robust controls over trading, inventory, and terminal operations to safeguard public assets and financial integrity.
5. People Leadership & Organizational Capability
- Lead and develop a high-performing senior management and executive team aligned with Paria’s values and performance expectations.
- Foster a culture of accountability, professionalism, collaboration, and ethical conduct.
- Partner with Human Resources and the Board to implement robust talent management, succession planning, and leadership development frameworks.
- Build workforce capability to support operational continuity and safety.
6. Leadership, Ethics & Compliance
- Uphold the highest standards of integrity, governance, and ethical conduct consistent with public-sector and SOE requirements.
- Ensure compliance with all applicable laws, regulations, policies, and Board directives.
- Maintain effective financial controls, risk management systems, and assurance mechanisms.
- Perform any other duties consistent with the scope and accountability of the role, as required by the Board.
EDUCATION REQUIREMENTS
- Bachelor’s degree in Engineering, Finance, Economics, Business, or a related discipline.
- MBA or equivalent postgraduate qualification from a recognized University.
EXPERIENCE
- Minimum of 20 years’ progressive leadership experience, including at least 10 years at senior executive level within the oil and gas, energy, terminal, or trading environment.
- Demonstrated experience operating within highly regulated environments, preferably within SOEs or comparable governance frameworks.
- Proven ability to engage effectively with Boards, government stakeholders, regulators, and commercial partners.
- Strong track record in managing complex operational, reputational, and non-technical risks.
- Board-level exposure or experience reporting directly to Boards within regulated or public-interest organizations.
