JOB SUMMARY
Under the general direction of the CEO, the Communications Officer is responsible for supporting the development, execution and evaluation of the Commission’s internal and external communication programmes. The role manages the Commission’s digital, social and virtual media landscape; supports public education initiatives; strengthens stakeholder engagement; and ensures consistent, accurate and timely dissemination of information on the Commission’s work.
The incumbent also contributes to the design, implementation and monitoring of communication, advocacy and publication strategies; drafts and edits communication outputs; monitors media sentiment; and supports corporate events, PR activities and employer branding initiatives. The Communications Officer interfaces with internal divisions, media houses, partner agencies and third-party providers to ensure aligned, high-quality communication deliverables.

KEY RESPONSIBILITIES
A. Strategic & Corporate Responsibilities
- Contributes to the development and execution of the Commission’s communication, advocacy and public-education strategies.
- Supports corporate planning processes and provides communication inputs to strategic projects.
- Prepares briefs, updates, media summaries and status reports for the CEO and senior leadership.
- Represents the Commission at meetings, outreach activities and stakeholder engagements as required.
- Monitors public sentiment, sector trends, media activity and reputational risks to inform communication planning and policy direction.
B. Technical & Professional Responsibilities
1. Communications, Public Relations & Media Management
- Assists with communication needs assessments for CGC divisions and projects.
- Conducts research and provides recommendations to integrate advocacy and communication strategies into CGC initiatives.
- Drafts, edits and reviews press releases, media responses, speeches, talking points, articles and publications.
- Handles media queries, ensures accuracy of public information, and facilitates measured, timely responses.
- Monitors and assesses media (radio, TV, print, online) for issues relating to the Commission and prepares media monitoring reports.
- Identifies trends, reputational risks and opportunities in user-generated content and public discourse.
- Develops and maintains a media contact database and supports media relationship-building.
2. Digital, Social Media & Online Platforms
- Manages social media platforms, website content, digital communication tools and online channels.
- Designs, develops, curates and manages published content (text, graphics, videos, images).
- Plans and executes social media campaigns that promote CGC policies, initiatives and programmes.
- Monitors, analyses and reports on social media data/metrics, insights and performance indicators.
- Engages users in online spaces, responds to inquiries and cultivates community interest.
- Ensures compliance with CGC communication protocols, digital guidelines and GoJ standards.
- Stays abreast of new social media technologies, tools and platforms in the communications environment.
3. Content Development, Brand Management & Publications
- Designs and produces communication materials including brochures, flyers, newsletters, e-bulletins, reports and graphics.
- Ensures adherence to CGC brand guidelines across all communication products.
- Assists in preparing organisational documents such as corporate profiles, annual reports, briefing notes and periodic communication reports.
- Supports internal communication initiatives and contributes to strengthening CGC’s employer brand.
- Contributes to the design, publication and distribution of digital newsletters and promotional items.
4. Stakeholder Engagement, Public Education & Events
- Develops and executes public-education campaigns to increase awareness of CGC’s functions and regulatory mandate.
- Supports planning and execution of events, conferences, outreach activities, CSR initiatives and community engagements.
- Collaborates with internal divisions to secure technical inputs for communication interventions.
- Engages with government entities, industry partners, public bodies, licensees and community groups to support awareness and participation.
5. Contractor, Vendor & Agency Management
- Supports the management of third-party PR, media, digital, creative and advertising agencies.
- Reviews communication deliverables, ensuring quality, accuracy and alignment with CGC objectives.
- Ensures compliance with procurement standards and service-level expectations.
6. Customer Service
- Maintains customer-service principles, standards and measurements.
- Identifies and incorporates customer needs into communication processes.
- Prepares prescribed customer service reports (quarterly/annual) and manages feedback mechanisms.
OTHER RESPONSIBILITIES
- Participates in meetings, workshops, training sessions and conferences as required.
- Prepares and delivers communication-related presentations.
- Supports Commission-wide projects, campaigns and special assignments.
- Undertakes other related duties as assigned.

QUALIFICATIONS & EXPERIENCE
Required:
- Bachelor’s Degree in Media/Communication Studies, Mass Communication, Public Relations, Digital Media, Journalism or related discipline
- Minimum two (2) years’ experience in a media, PR or communications environment
Preferred (Asset):
- Master’s Degree in Communications, PR, Journalism or related field
- Five (5) years’ progressively responsible experience in communications, digital media or PR
- Experience in public-sector communication environments
- Certification in Event Planning/Management
- Experience managing social media platforms and digital communication campaigns
SPECIAL CONDITIONS OF THE JOB
- Work is performed in a standard office environment with exposure to fast-paced activities and tight deadlines.
- May be required to work beyond normal hours for events, crises or urgent communication needs.
- Local travel may be required for media events, outreach activities and stakeholder engagements.
- Occasional outdoor activity and multimedia production work.
AUTHORITY
- Recommends communication tools, channels and digital resources.
- Liaises with media, agencies, partners and stakeholders on behalf of the Commission.
- Provides advice on communication matters and brand compliance.
GRADE: GMG/SEG 2
Remuneration: Salary Scale $4,266,270 - $5,737,658.00 per annum plus gratuity
