Job Summary
Under the general supervision of the Director, Human Resources Management & Administration, the Facilities Management Officer is responsible for planning, coordinating and executing all activities related to facilities management, building and equipment maintenance, utilities, fleet operations, asset management, emergency preparedness, and vendor/contractor supervision.
The role ensures that the Commission’s physical environment is secure, efficient, functional, and conducive to productivity. It also oversees the delivery of support and ancillary services, and provides supervisory oversight of janitorial, grounds, office attendant, driver/bearer and contracted security teams.

Key Responsibilities
A. Management Responsibilities
- Provides inputs to the Division’s Operational Plan and Budget.
- Participates in evaluating performance results against operational targets.
- Supervises the day-to-day operations of the facilities function and ensures timely delivery of maintenance and support services.
- Ensures compliance with GOJ standards, building codes, occupational safety, and environmental requirements.
B. Technical/Professional Responsibilities
Facilities & Building Maintenance
- Conducts regular inspections of the building, office spaces, storage areas, grounds, and surrounding areas.
- Implements preventative and corrective maintenance for all facilities and equipment.
- Coordinates repairs, upgrades, and renovation projects and prepares scopes of work.
- Monitors the maintenance of electrical systems, air-conditioning units, plumbing, fire safety equipment, water tanks, and standby generator.
Utilities, Equipment & Critical Systems
- Monitors electricity, water usage, and telecommunications to ensure efficiency.
- Oversees fuel management, generator servicing, and readiness of back-up power and water systems.
- Ensures fire extinguishers, safety systems, and emergency supplies are maintained.
Emergency Preparedness & Response
- Supports the development, updating, and implementation of the emergency and disaster preparedness plan.
- Ensures staff awareness of emergency procedures.
- Coordinates response during emergencies such as hurricanes, flooding, outages, and security breaches.
Fleet Management
- Ensures vehicles are serviced, repaired, insured, licensed, and roadworthy.
- Monitors vehicle usage, fuel consumption, and logbooks.
- Initiates procurement for repairs, tyres, servicing, and parts as required.
Security, Grounds & Janitorial Oversight
- Supervises contracted security services, ensuring adherence to protocols and reporting standards.
- Oversees landscaping and grounds maintenance activities.
- Supervises janitorial services and ensures cleanliness and sanitation standards are met.
- Supervises the Office Attendant and Groundsman.
Asset & Inventory Management
- Conducts stocktaking, monitors re-order levels, and maintains asset registers.
- Oversees the tagging, storage, movement, and disposal of assets in accordance with GOJ guidelines.
- Ensures effective management of stationery, office supplies, and refreshments.
Contractor & Vendor Management
- Liaises with suppliers and service providers to resolve issues and confirm service delivery.
- Verifies invoices and work completion for all maintenance and support service contracts.
- Ensures works are completed in accordance with specifications and timelines.
Support Services
- Ensures meeting rooms are prepared and equipped for scheduled meetings.
- Oversees mail processing, bearer services (if applicable), and minor office logistics.
- Provides customer support to staff and directs queries to the appropriate Division.
C. Human Resource Responsibilities
- Provides coaching, guidance, and performance feedback to direct reports and contracted personnel.
- Supports the onboarding of new ancillary staff.
- Recommends training, performance improvement interventions, and disciplinary action as required.
- Ensures team compliance with all HR policies, Staff Orders, and procedures.
- Ensures staff are trained in quality customer service, safety protocols, and equipment usage.
Performance Standards

Minimum Required Education and Experience
- Certification in Facilities Management, Property/Estate Management, Construction Management, Engineering, Public Administration, Management, or related field.
- Minimum of three (3) years’ experience in facilities, operations, security, property management, or similar capacity.
- Training in Facilities Management would be an asset.
- Knowledge of GOJ procurement guidelines is an advantage.
- Must possess a valid General Driver’s License.

- Typical office environment with occasional exposure to adverse conditions.
- Required to work beyond normal hours in emergencies or during major repairs.
- Occasional lifting, onsite inspections, and supervision of outdoor activities.
- On-call availability for facilities, utilities, or security emergencies.
GRADE: GMG/SEG 1
Remuneration: Salary Scale $3,501,526.00 – $4,709,163.00 per annum plus gratuity
