The Trinidad and Tobago Civil Aviation Authority (TTCAA) is mandated to regulate and administer a safe civil aviation system whilst ensuring that Trinidad and Tobago properly discharges its obligations under international civil aviation agreements and treaties. The TTCAA is seeking to recruit a suitably qualified person for the following position:
FLIGHT OPERATIONS INSPECTOR I - ROTARY WING
The Flight Operations Inspector is required to carry out safety oversight activities to ensure compliance by national and foreign air operators and airmen with the aviation laws and regulations of Trinidad and Tobago and related International Civil Aviation Organization (ICAO) standards and other guidelines.
KEY RESPONSIBILITIES:
- Examine the organisation, staffing, equipment, maintenance, operations manuals and other arrangements of operators which apply for the grant or variation of an Air Operator’s Certificate (AOC), and to grant or vary such a certificate if the operator is considered competent to secure a safe operation.
- Inspect and report on all aspects of the operations of AOC holders.
- Report any irregularities (including contravention of the terms and conditions of an AOC that might be held to affect an operator’s competence).
- Consider applications for and, if satisfied, issue and/or recommend approvals, permissions, exemptions, variations, directions and other documents to AOC holders in respect of their operations, as delegated by the Director-General of Civil Aviation (DGCA).
- Ensure that pilots in the industry are competent to be authorised examiners and grant appropriate authorisations.
- Ensure that flight simulators used by Trinidad and Tobago operators are evaluated by the appropriate Authority and are approved for their use by the TTCAA.
- Evaluate aircrew conversion and issue approvals where necessary.
- Advise aviation industry stakeholders on compliance with Trinidad and Tobago legislation and regulations and implement policies in relation to commercial air transport operations.
- Perform other duties related to the position that may be assigned from time to time by the DGCA.
QUALIFICATIONS & EXPERIENCE:
- At least five (5) years as a Captain on an aircraft over 2,730 kg (MWT) with a recognised Air Operator.
- At least two (2) years’ Airline Training Captain’s experience on a Helicopter over 2,730 kg (MWT).
- Qualified Type Rating Examiner/Instrument Rating Examiner (TRE/IRE).
- Holder of a Trinidad and Tobago Air Transport Pilot License (H) with a minimum total flying time of 5000 hours.
- Five (5) CSEC / CXC / GCE ‘O’ Level subjects, including English Language and Mathematics. Tertiary-level qualifications will be an asset.
- Experience with AW139 or S76D aircraft will be an asset.
- Knowledge of ICAO standards, practices and procedures; operations surveillance and licensing; local civil aviation regulations, procedures and documentation; air safety management; accident prevention and investigation.
- Experience in operations management with responsibility for the implementation of rules, regulations, operations manuals, flight and ground procedures, flight training and supervision.
