Job Titile: Environmental & Social Risk Management Consultant- Contract
Job Responsibilities:
-Engage with the EMA and relevant authorities to support compliance with local permitting requirements
-Classify projects under categories A, B, or C based on CAF’s environmental and social safeguards
-Conduct Environmental and Social Impact Assessments and prepare Environmental and Social Management Plans (ESMP)
-Support the Executing Agency in the development Terms of Reference (ToR) for contractor(s)
-Ensure alignment with CAF’s safeguards and contractual requirements, national regulations, and international best practices
-Coordinate with relevant regulatory agencies and local authorities to ensure permitting and compliance requirements are met early in project preparation
-Support early-stage onboarding and orientation to familiarize key stakeholders with safeguard responsibilities
-Safeguards Implementation Provide guidance to ensure compliance with environmental and social, including workers health and safety safeguards across the project’s lifecycle
-Review and monitor implementation of ESMPs, including mitigation measures and corrective actions, where applicable Advise on and monitor compliance with CAF’s policies on natural habitats, involuntary resettlement, indigenous peoples. Collaborate with contractors and relevant stakeholders to ensure safeguard measures are effective.
-Review and provide input on safeguard instruments prepared by consultants or contractors
-Prepare Stakeholder Engagement Plans and Grievance Redress Mechanisms that is fit for purpose, and across the project’s lifecycle
-Support and participate in consultations with affected communities and stakeholders throughout the project lifecycle
-Maintain records of stakeholder engagement and track resolution of concerns and grievances
- Ensure inclusive consultation processes involving project-affected people and relevant institutions
-Document feedback and ensure it informs project decisions and safeguard instruments
- Conduct regular site visits and prepare environmental, social and occupational health and safety monitoring reports
- Track performance indicators and report on ESMP implementation status, provide updates
- Identify non-compliance issues and recommend remedial actions
-Flag and document observed instances of non-compliance with relevant laws, permits, or safeguard standards, and provide supporting evidence for review
Final Report The Consultant shall prepare a final report and/ other reports or as requested recommendations for innovative solutions and technologies that contribute to environmental sustainability and social responsibility
-Screen and assess environmental, social and occupational health and safety risks across the project’s lifecycle
- Advise on risk mitigation strategies and contingency planning
-Ensure timely response to contingencies with potential environmental or social impact
-Maintain incident and accident and contingency logs in accordance with project protocols
-Support the implementing agency in managing non-compliance or emergency response processes
QUALIFICATIONS AND EXPERIENCE
- Post-graduate qualifications, in Environmental Science, Environmental Management, Social Sciences or a related field.
-A bachelor's degree in environmental science, Environmental Management, Social Sciences or a related field may be considered with additional years of experience.
-Relevant credentials such as: ISO 14001, NEBOSH
-Or training in:
Environmental and Social Safeguards
Occupational Health & Safety
Environmental, Social and Governance (ESG) frameworks are highly desirable.
- Professional certification in environmental auditing or safeguards compliance is an asset Minimum 5–7 years of experience implementing environmental and social safeguards in development or donor-funded projects, ideally involving CAF, World Bank, IDB, or similar institutions.
• Demonstrated experience preparing and overseeing environmental and social instruments.
