The Senior Legal Counsel is responsible for providing legal advisory and administrative support to the Challenge and Ineligibility Hearing Panels during their deliberations of matters pursuant to Part V and VII respectively of the Public Procurement and Disposal of Public Property Act, 2015 as amended. The role is also required to provide legal, planning and coordination support for the Secretariat and Corporate Secretary as required.
Minimum Education Required:
- Bachelor of Laws Degree (LLB).
- Legal Education Certificate (LEC) or equivalent.
- Admission to practice Law in Trinidad and Tobago.
Minimum Eexperience Required:
- 7 - 8 years’ experience as a practicing Attorney-at-Law
- 5 - 6 years’ Court experience.
Responsibilities include:
Operational
Provides legal advisory and administrative support to the Challenge and Ineligibility Hearing Panels.
- Prepares advice for the Hearing Panels on legal and procedural issues which arise during Challenge and Ineligibility proceedings by conducting legal research; interpreting and analysing laws, regulations and case law; and drafting legal opinions, legal notices and other documents.
- Advises the Legal Policy/Research Officer, Paralegal and Hearing Panels on the procedural requirements of Challenge and Ineligibility proceedings to ensure compliance with statutory stipulations.
- Reviews documents filed by external parties for Challenge and Ineligibility proceedings to ensure compliance with statutory and procedural requirements.
- Prepares case files and any other case preparatory work for Hearing Panels by summarising documents submitted by external parties, conducting legal research, preparing preliminary assessments and recommendations, and drafting notices, orders, decisions and other legal documents.
- Provides administrative support to Hearing Panels by managing the progression of matters using case management and administration systems.
- Manages professional relationships with a wide range of internal and external parties and acts as a main point contact for designated external parties.
- Liaises with external parties to answer queries and issue notifications, orders and decisions.
Provides legal, planning and coordinating support to the Secretariat and Corporate Secretary
- Provides logistic and administrative support to the Head, Administrative Review Secretariat during the planning and execution of the Secretariat’s work.
- Contributes to the development, implementation, review and refinement of policies, procedures and systems to support and improve the operational efficiency and effectiveness of the Secretariat.
- Creates and reviews content for the Secretariat’s legal database to build Secretariat capacity on Challenge and Ineligibility Proceedings.
- Provides legal support to the Corporate Secretary by conducting legal research, drafting opinions and other legal documents as required.
People
Supports the Secretariat with staff supervision and management
- Supervises, coaches and mentors staff within the Secretariat and contributes to staff performance reviews and the implementation of performance improvement plans.
- Prepares and conducts training programmes with Hearing Panel members (Board and Management members), suppliers/contractors and public bodies to build internal and external capacity on Challenge and Ineligibility proceedings.
Reporting
Prepares Challenge and Ineligibility proceedings reports
- Collates information to prepare reports for Parliament relating to Challenge and Ineligibility proceedings.
