Budget Manager
Reporting to the Budget, Investment and Cash Manager, the incumbent will collaborate with the Budget, Investment & Cash Manager to prepare the company's annual Capital and Operating Budgets.
The incumbent will also be responsible for monitoring performance by comparing the actual results with the approved budget on a monthly and quarterly basis to promote adherence to the financial targets.
Key Responsibilities Include:
- Developing assumptions and general guidelines for each budget exercise in compliance with instructions from the Ministry of Finance- Budget Call, as well as information provided by the Budget, Investment & Cash Manager and the Chief Financial Officer.
- Developing the calendar of activities with clear delivery dates for each component of the budget and dispatching same to all cost centre managers.
- Reviewing all Budget submissions (via Budget Module or Excel worksheets) ensuring correct accounting classifications and treatment within the budgeted financial report.
- Reviewing the company's consolidated Global and separate Divisional Budgets making comparisons with prior year and current actuals to assess reasonableness and highlighting deviations and recommending adjustments as needed.
- Presenting the company's Global Budget to the Budget, Investment & Cash Manager and the Chief Financial Officer for review and approval.
- Monitoring performance by comparing the Divisional/Regional/Parish actual financial results with the approved budget on a monthly and quarterly basis, obtaining reasonable explanations from operational personnel for the variances and highlighting deviations and recommending alternative actions for compliance.
- Ensuring the budget performance reports are produced and presented to Regional Managers on a timely basis.
- Reviewing and updating standards and procedures to guide administration of the budgeting process.
REQUIRED Qualifications & Experience:
- ACCA Level 3 qualification or a Master’s degree in Accounting.
- Registration with the Institute of Chartered Accountants of Jamaica (ICAJ).
- A minimum of four (4) years of relevant experience at a senior level. Experience in a public utility environment would be considered an asset.
- Proficiency in Microsoft Office Suite, with strong skills in spreadsheet applications (Excel).
- Thorough knowledge of budgetary principles and procedures.
- Ability to interpret and understand financial and operating data.
- Highly developed analytical and decision-making skills
- Excellent interpersonal skills.
- Ability to communicate effectively, both orally and in writing.
