Our client, the Environmental Management Authority (EMA), is seeking to fill the position of Chief Operating Officer.
This is a contract position and is based in Port of Spain.
JOB SUMMARY
The incumbent is required to oversee, direct and organise the work of relevant operational teams with specific responsibility for finance, accounting and procurement, HSSE and facilities, corporate communications, human resources and administration, strategy and corporate excellence, as well as the management and administration of the Green Fund. S/He is required to provide the leadership, management and vision necessary to ensure that the EMA has the proper operational controls, administrative and reporting procedures, and people systems in place to effectively grow the organisation and to ensure financial strength and operating efficiency.
DUTIES & RESPONSIBILITIES
- Ensures strategic objectives shaped at Executive Management level are translated into tactical business plans with mechanisms for key measurements in place to monitor progress.
- Provides clear directions on strategic goals, translating and prioritising them into business and performance measures.
- Spearheads the development of the organisation’s goals and policies that cover operations, financial performance, personnel and growth of the business’s units and functions.
- Directs the development and installation of controls and procedures to promote to promote efficient information flow and communication, thus solidifying management direction and control.
- Provides expert advice to the Managing Director and Board of Directors on financial planning, budgeting, cash flow, investment opportunities and policy matters.
- Collaborates with the managers to develop and implement plans for the operating infrastructure of the organisation’s processes, systems and personnel.
- Initiates, develops and leads change initiatives in the areas of focus for improved efficiency and service delivery.
- Oversees the development of systems and mechanisms to support the measurement and effectiveness of all processes internal and external.
- Ensures timely compliance with all regulatory financial reporting, board reporting, and adherence to standards and mandates.
- Ensures that business change projects are delivered in line with directions from Executive Management level.
- Reviews performance against balanced scorecard components as prescribed by the Executive Management, discuss gaps and agree on action plans to close gaps.
- Coordinates the efforts of the different operational areas under management to ensure minimal duplication of efforts, maximum efficiency and to maximise value for money.
- Re-balances resources between different areas e.g. reallocating budgets, but within overall approved resources for the year.
- Measures and ensures the effectiveness of internal and external processes, while providing complete, timely and accurate reports on the company’s operating condition.
- Drives the review and update of the Risk Management Framework as part of the annual and long-term strategic planning processes.
- Manages departmental budgets including signing off of invoices and quotes within mandate and escalates out of budgets items to the Managing Director for approval.
- Ensures that a proper infrastructure (building, systems and staff complement) is maintained and developed for the EMA.
- Seeks innovative ways to raise additional capital at appropriate valuations to ensure the company will meet its sales, market share and growth objectives.
- Represents the EMA internationally, regionally, and locally in the Environment, Business, Community and Social Development fora promoting the EMA’s public image/relations and business development opportunities in the regional and local market.
- Performs any other related duties as may be required.
QUALIFICATIONS AND EXPERIENCE
- Minimum of a Post Graduate Degree from an accredited University in the areas of Business Administration, Strategic Management, Environmental Science, Financial Management or in a related field.
- Minimum of ten (10) years prior working experience in a similar senior executive position.
- Minimum of five (5) years’ experience of initiating and managing large scale projects.
- Experience in a public sector, regulatory environment would be considered an asset.
- Proficiency in Microsoft Office Suite.
