MANAGER, PUBLIC PRIVATE PARTNERSHIP IMPLEMENTATION AND OPERATIONS
Reporting to the Assistant Vice President, Public / Private Partnerships and Project Financing, the Manager, PPP Implementation and Operations will be responsible for managing the entity’s aspects of implementing PPP arrangements and ensuring the timely fulfilment of its contractual obligations, coordinating the management of the execution of NWC’s PPP contracts, monitoring the performance and compliance with the terms and conditions of these contracts; ensuring the successful operation of these PPP and other NWC’S strategic projects, with tasks that include managing the day to day relationships with private partners and key stakeholders.
Key Responsibilities Include:
- Preparing the PPP monitoring framework and keeping it appropriately updated. Developing and implementing Standard Operating Procedures for the management of PPP arrangements.
- Assisting in the preparation of the implementation plan and milestones for each PPP arrangement and effectively utilizing them to monitor the progress of implementation, staying well-informed about this progress of works and being proactive to ensure successful execution.
- Assisting in preparation of key performance indicators (KPIs) and payment mechanisms to ensure that any entity established by the private partner (e.g. special purpose vehicle (SPV)) performs in accordance with the PPP contract.
- Assessing the operational effectiveness of KPIs before operations commence or early in the operations phase, and on an ongoing basis during contract execution.
- Monitoring those risks that are allocated to NWC/GOJ in PPP contract and other NWC’s major strategic contracts, ensuring that mitigating measures are taken in a timely manner to address any risk that is realized.
- Ensuring that critical information is communicated to NWC senior management and key government agencies such as the Ministry of Finance that need to be aware of changes in the PPP’s risk status in order to monitor the project’s contingent liabilities.
- Reviewing financial and operational information from private partners for each PPP arrangement, including financial statements, budgets and forecasts, maintenance plans.
- Ensuring that adequate funding is received in a timely fashion, and is in place for all aspects of the PPP Unit operations
REQUIRED QUALIFICATIONS & EXPERIENCE:
- Master’s degree in Business Management, Engineering, Finance, Economics or another related field
- Certified Project Management Professional designation
- At least 6 years of relevant professional experience in contract negotiations and management.
- Experience liaising with government agencies, private sector partners, investors, and international financial institutions
- Strong understanding of financial models, investment structuring, and risk allocation in PPPs or projects involving Private Sector participation would be an asset
- Sound knowledge of PPP principles and the structuring of PPP transactions.
- Background in water utility, infrastructure or public service delivery operations and practices
- Thorough knowledge of the principles and practices of contract negotiations and administration
- Ability to work without close supervision, as well as part of a multi-disciplinary team.
- Sound analytical skills and good judgement.
