The Dominica Hospitals Authority (DHA) invites applications and nominations from dynamic, visionary, and experienced professionals for the position of Chief Executive Officer (CEO).
The CEO serves as the Principal Operating Officer of the DHA and reports directly to the Board of the Dominica Hospitals Authority, established under Section 4 of the Dominica Hospitals Act #8 of 2021. This executive position carries responsibility for policy execution, strategic direction, and the overall management of the Authority—including all operations at designated hospital facilities across the island.
This role offers a unique opportunity to shape the future of healthcare delivery at the tertiary level in Dominica.
Key Responsibilities
The CEO will:
- Define and implement strategic policies and procedures that ensure accountability, efficiency, and high-quality hospital services.
- Prepare and manage the Annual Work Plan and Budget, aligning with the Authority’s priorities.
- Develop and propose sustainable financing models, including Government contributions and partnerships, while considering policies for exemptions (seniors, children under 18).
- Lead strategic planning to strengthen hospital operations and guide long-term growth.
- Mobilize technical and financial resources through collaboration with national, regional, and international partners.
- Establish a Quality Management and Control System, ensuring continuous monitoring and progress towards international accreditation.
- Promote and safeguard patient safety and satisfaction as core performance indicators.
- Support strong financial health and decision-making, working closely with the Finance Manager.
- Champion a culture that fosters staff recruitment, retention, and leadership development.
- Ensure compliance with all laws, regulations, and policies, while maintaining collaborative partnerships with government ministries, community leaders, and regional and international stakeholders.
- Advise the Board on strategies for strengthening management systems and human resource development.
Qualifications
Applicants must possess:
- A post-graduate degree in Hospital Administration or Management, OR
- A Bachelor’s degree in Hospital Administration, Economics, Public Administration, or a related Social/Natural Science, PLUS a Master’s degree in Public Health, Business Administration, Management, or related field.
- Training or certification in Finance and Public Sector Management.
- Formal training in Organizational Change/Change Management (an asset).
Experience & Competencies
- Minimum 7 years’ senior leadership experience in managing hospitals or healthcare facilities with 600+ employees.
- Demonstrated expertise in service delivery, resource management, finance, budgetary control, and project management.
- Proven ability to lead organizational change, fostering collaboration, teamwork, and staff engagement.
- Knowledge of hospital systems, healthcare delivery models, and international accreditation standards.
- Strong policy development, critical thinking, and decision-making skills.
- Excellent leadership, communication, and motivational abilities.
- High-level emotional intelligence and capacity to manage complex challenges with integrity and diplomacy.
Terms & Conditions
- Employment is contractual for two (2) years, renewable upon satisfactory performance.
- Compensation package includes:
