SUMMARY OF RESPONSIBILITIES
The successful candidate will:
- Provide strategic oversight of the HR, IT, Administration & Procurement and Registry units;
- Manage the recruitment and selection process;
- Manage the development of training plans and programmes;
- Manage the administration of the Bank’s Performance Management System;
- Develop and monitorthe Bank’s Annual Administrative Budget;
- Manage the Bank’s procurement of goods and services;
- Oversee the maintenance of the facilities;
- Co-ordinate the Bank’s Business Continuity Plan;
- Manage utilization of information technology in the Bank’s operationsto maximizeoperational efficiencies;
- Ensure proper and accurate reports are prepared and submitted as required;
- Participate in the effective management of risk within the Division; and
- Perform duties of Secretary to the Pension Fund.
QUALIFICATIONS/EXPERIENCE
The position requires the following qualifications/experience:
- Masters Degree in Human Resource Development/Management or related discipline with at least eight (9) years’ experience in Human Resource Management and General Administration at least four (4) of which should be in a managerial position.
KNOWLEDGE/SKILLS
- Excellent oral and written communication skills;
- Excellent interpersonal and negotiating skills;
- Strong leadership skills;
- Excellent planning and organizational skills;
- Knowledge of and experience with Human Resource Information systems;
- Excellent knowledge of labour laws and industrial relations practices;
- Experience in the administration of benefits and compensation programs;
- Knowledge of Public Sector Procurement Policies and Procedures would be an asset;
- Knowledge of Information Technology in Bank operations;
- Ability to motivate subordinates towards high levels of performance;
- Knowledge of budget preparation; and
- Excellent analytical, problem solving and decision-making capabilities.
