Job Summary: Officer will be responsible for the development and implementation of tools and mechanisms to aid in the monitoring and evaluation of the PMO Deliverables, including outputs and outcomes.
Job Responsibilities:
- Conduct, commission, and/or coordinate timely monitoring and evaluation activities.
- Follow-up on the implementation of the Framework ESA/ESMP and project-specific ESA/ESMP, including monitoring and evaluation, reporting on environmental and social compliance.
- In cooperation/collaboration with the PMO, examine the extent to which the performance indicators have been fulfilled. Verify compliance with the performance indicators for each year, as per the log frame and the general progress made in program execution in all components of the program. The assessment will also include a basic analysis of the schedule and regulatory compliance (ESMP, HSE, OSH) of the civil works completed to date.
- Monitor compliance with quality of works completed working with the PMO cross functional team.
- Describe lessons learnt and make recommendations for actions required to fulfill project objectives and goals in an efficient manner, as necessary;
- Monitor and report on the execution of the overall procurement plan of the project for the procurement of works, goods, consulting, and non-consulting services.
- Catalogue the existing Programme data and information and establishes a hard and softcopy filing system (i.e. Reports, Documents, Presentations, Email etc.)
- Collects data and prepares ad hoc reports on all projects as and when required.
- Solicits and collates information required to prepare reports to the Board of Commissioners, Committees or Ministry of Public Utilities.
- Perform related duties as may be required
- Together with such other tasks as required by the Head, PMO and which are appropriate up to the grading level of the post
Skills, Knowledge and Abilities
- Excellent communication skills both written and oral.
- Proficiency in using Microsoft Office Suite.
- Knowledge of the Water and Wastewater functional areas.
- Knowledge of monitoring and evaluation methodologies and principles.
- Knowledge of government policies, procedures, rules and regulations.

Job Requirements
- A Bachelor of Science degree in Social Sciences with a component of research and evaluation.
- Minimum of Five (5) years working experience within a Project Environment.
- A minimum of two (2) to three (3) years' experience in a monitoring and evaluation environment.
- Experience in supporting the management of complex projects .
- Ability to operate under demanding work situations and meet Project deadlines .
- Preferred additional requirements
- Project Management Professional (PMP) or equivalent qualification.
Short-term contract - 1 Year, in the first instance, under the Inter-American Development Bank (IDB) execution arrangement.
