AIR NAVIGATION SERVICES INSPECTOR - VACANCY NOTICE
The Barbados Civil Aviation Authority (BCAA) is seeking a results-driven and experienced professional to join our Flight Safety Division as an Air Navigation Services (ANS) Inspector.
ABOUT THE ROLE
The Air Navigation Services Inspector plays a critical role in ensuring the safety, compliance, and efficiency of Barbados’ air navigation system. This position involves conducting inspections, audits, and reviews of ANS operations, facilities, and personnel to ensure alignment with national regulations and international standards. The successful candidate will support regulatory oversight, collaborate with service providers, and contribute to the continuous improvement of air navigation safety within Barbados’ airspace.
KEY DUTIES AND RESPONSIBILITIES
- Monitor the performance of the assigned system, or systems, including the performance of individuals and equipment and the suitability and effectiveness of the documentation and procedures, in order to ensure compliance with promulgated standards and procedures to facilitate the safety of air navigation.
- Carry out inspections, routine and non-routine, audits, and investigations, as needed or as directed by Management.
- Provide reports to Management on any findings or discrepancies noted during surveillance activities.
- Review ANS provider manuals, procedures, and forms, and recommend same for approval, or approve same if so delegated.
- Develop guidance material as may be necessary to facilitate the implementation of Regulations, and standards and procedures.
- Review existing regulations and guidance material and recommend amendments as appropriate.
- Ensure that the relevant Standards and Recommended Practices contained in the appropriate ICAO Annexes are adopted, implemented and updated in the Air Way Services Standards Regulations.
- Review and evaluate ICAO State Letters related to assigned system and make recommendations for action to be taken by the Authority based on the Air Navigation Standards and recommended practices.
- Liaise with Air Navigation Service providers on regulatory matters associated with their system.
- Ensure industry compliance with national and international standards for Air Navigation Services providers. Any difference should be filed with ICAO and published if approved.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree or equivalent in Management (An Aviation Management Degree would be an asset)
- Formal training from a recognized institution in the applicable ANS discipline;
- At least eight (8) years’ experience in an ANS-related field, including five (5) years in a managerial or senior supervisory role;
KNOWLEDGE AND SKILLS
- Well-developed communication skills (written and oral), with the ability to communicate effectively at all levels
- Computer literate and competent working with the MS Office Suite
- Working knowledge of the Barbados Civil Aviation Act and Regulations
- Demonstrated analytical and decision-making skills, including the ability to adopt a systematic approach to problem-solving
- Ability to exercise sound, professional judgement at all times, even when under pressure;
- Ability to work effectively in a multi-discipline team environment;
- Integrity, impartiality, tact, and a good understanding of human nature
