We are hiring: Water and Sanitation Specialist - Caribbean

About this role

The successful candidate will provide strategic advisory services and technical support in the origination, structuring, evaluation, and administration of operations; to design, propose, and assess initiatives and frameworks for the management and development of water security programs, through the preparation of country-level sector analyses, the provision of specialized technical advisory services, and the generation of sector-specific knowledge, with the aim of fostering the development and strengthening of sectoral public policies in CAF member countries.

Key Responsibilities:

  • Provide technical advisory services to business units in the water and sanitation sector across the different stages of sovereign and non-sovereign credit operations, through timely and high-quality responses to all technical matters related to programs and projects, with the objective of improving the development impact of CAF’s credit operations.
  • Implement planned cooperation activities, technical assistance initiatives, capacity-building programs, and experience-exchange missions aimed at strengthening the technical and institutional capacities of CAF’s clients, thereby enhancing the impact of programs and projects.
  • Generate knowledge on priority public policy issues in the water and sanitation sector in CAF shareholder countries through the preparation of sector notes, publications, technical notes, reports, and other knowledge products, with the purpose of informing sectoral and operational dialogue with CAF shareholder countries, as well as with other development agencies, in order to mobilize resources from bilateral and multilateral donors.

 

This is what you’ll need:

 

Education

  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field.
  • Master’s degree in Engineering or a related field
  • Postgraduate studies in Economics, Finance, or Public Policy (desirable).

 

Experience

A minimum of ten (10) to twelve (12) years of professional experience is required, with at least eight (8) years of sectoral experience in the Caribbean.

Previous experience working in multilateral organisations is desirable.

At least five (5) years of experience in the technical appraisal and evaluation of engineering projects and demonstrated field experience in the supervision of engineering projects is an asset.

 

Technical Skills:

  • Knowledge and experience in the use of program and project design and planning tools, including results and indicator design, stakeholder analysis, program evaluation, and tools to integrate environmental and sustainability analyses into project-related work
  • Strong sectoral and public policy knowledge (institutional and regulatory frameworks) in water and sanitation, stormwater drainage, and watershed management.
  • Knowledge of the multilateral development banking sector and development finance mechanisms is desirable.

 

Other requirements:

 

Language Proficiency:

  • Native English speaker
  • Working knowledge of Spanish desirable.

Strong knowledge of and practical experience working in the Caribbean region, preferably with professional experience across multiple CARICOM countries.

General understanding of the mission and processes of multilateral banks, particularly credit and technical cooperation operations.
