Translator/Administrative Assistant – Caribbean Financial Action Task Force

Organisation:

The Caribbean Financial Action Task Force (CFATF) is an Organisation of twenty-four States of the Caribbean Basin, which have agreed to implement common countermeasures to address the problem of money laundering, terrorist financing and proliferation financing. The CFATF Secretariat is hosted by the Government of Trinidad & Tobago.

The main objective of the CFATF is to achieve effective implementation of and compliance with the Financial Action Task Force (FATF) Recommendations to prevent and control money laundering and to combat the financing of terrorism and proliferation. The CFATF is an FATF Style Regional Body (FSRB) of the FATF which, is the premier inter-governmental organization that sets the standards for preventing money laundering as well as terrorist and proliferation financing. As such, the CFATF plays a critical role in promoting regional compliance with the FATF Recommendations. 

The Secretariat has been established as a mechanism to monitor and encourage AML/CFT/CPF progress to ensure full implementation of the Kingston Declaration on Money Laundering (1992) in which Ministers in the region mandated the establishment of the Secretariat to co-ordinate the implementation of the FATF Recommendations by CFATF member countries.

Job Profile:

The successful candidate must provide leadership in the delivery of reliable, accurate, timely and well translated documents for the CFATF Members and for their meetings. The ability to interact with high level government officials, the private sector, and international organisations is also key. Proficiency in the area of administrative functions is also essential.

Knowledge, Experience and Skills:

The Translator/Administrative Assistant shall have the following professional experience and qualifications:

  • A professional qualification in the provision of translation services;
  • At least three (3) years’ experience providing translation services; and
  • At least two (2) years’ practical experience providing administrative services in an office environment.

More specific requirements include: 

The ability to communicate clearly and to transfer knowledge, orally and in writing, to senior management and staff of the Secretariat and members of the CFATF. 

  • Fluency in written and spoken English and Spanish. 
  • Excellent computer-related skills with focus on sound knowledge of Microsoft Office Suite programmes. 
  • Excellent interpersonal skills. 
  • The ability to manage multiple and complex relationships. 
  • The ability to manage confidentiality.
  • The ability to manage time efficiently. 

Tasks and Responsibilities:

  1.  Translating relevant CFATF and other documents from English to Spanish and Spanish to English, as required by the Executive Director or Deputy Executive Directors.
  2.   Typing memos, reports, forms and correspondence in English and/or Spanish and circulating as necessary.
  3.  Preparing for delivery, finished forms of speeches, reports, etc. from rough layout provided by relevant senior personnel.
  4.   Answering telephone calls in Spanish, handling routine enquiries, taking and relaying messages, setting up appointments, sending emails to counterparts of the CFATF and informing supervisor accordingly.
  5.  Coordinating travel and hotel arrangements for Secretariat staff.
  6.  Assisting in preparing and organising conferences/meetings hosted by the CFATF Secretariat.
  7.  Providing support to Advisory staff and delegations during Plenary including timely translation of all relevant documents.
  8.  Any other tasks as may from time to time be assigned by the Executive Director or the immediate supervisor.

The post holder will report to the CFATF’s Chief Operating Officer.

Duration and Benefits:

Location of the Post: The post holder will be nominally based at the CFATF Secretariat, Port of Spain, Trinidad and Tobago.  

Contract duration: 3 years with the possibility of renewal.

Compensation: Annual Salary range - US$25,000 – US$46,000 per annum, subject to the experience and qualifications of the successful candidate. Salary will be paid in TT$ equivalent in monthly instalments. 

 

Working Conditions:

The Secretariat’s working hours are from 8am to 4pm. However, the Translator/Administrative Assistant may be required to travel and/or work overtime to meet deadlines as necessary, particularly during periods leading up to CFATF/FATF Plenary meetings.
