The Social Transformation and Renewal Foundation (STAR Foundation) is seeking a Employment Laison Officer to support Project STAR, a national initiative working to transform social and economic outcomes in communities across Jamaica through coordinated, community-led action.
Project STAR is supported by the Private Sector Organisation of Jamaica (PSOJ) and implemented in partnership with the Jamaica Constabulary Force (JCF), government agencies, community organisations and private sector partners to address the root drivers of violence and expand pathways to opportunity.
PURPOSE OF THE ROLE
Project STAR’s annual training programme equips youth across five target communities with life skills, employability tools, and civic engagement knowledge. To ensure seamless execution from participant outreach through post-programme documentation—the project requires dedicated operational support.
The Training Support Officer will underpin pre-programme, during-programme, and post-programme activities, guaranteeing both effective delivery and rigorous compliance with accountability and donor standards.
Objective of the Assignment
To provide end-to-end administrative and logistical support that enables the Training Officer and Community Project Officers to mobilise participants, manage resources, document results, and coordinate events, thereby ensuring timely, cost-effective, and quality delivery of Project STAR’s training curriculum.
Scope of Work
The Training Support Officer will operate across all five communities where Project STAR delivers training.
Key areas of focus include:
● Participant screening
● Inventory and materials management
● Maintenance of Means of Verification (MOV) documentation
● Training operations and event logistics
Duties and Responsibilities
1. Participant Screening
▪ Facilitate and document screening sessions in each community
▪ Create and maintain up-to-date participant contact lists and communication channels
2. Inventory & Materials Management
▪ Maintain a centralised inventory tracking system for all training materials and equipment
▪ Forecast and submit quarterly material requirements; liaise with procurement to meet timelines
▪ Pack, label, and dispatch supplies to training venues; confirm receipt on -site
3. MOV Documentation & Compliance
▪ Prepare and collate all required MOVs (e.g., attendance registers, sign-in sheets, session evaluations)
▪ Organise both physical and digital filing systems; ensure version control and back-ups
▪ Support real-time capture of documentation during training; update the project database
▪ Verify that all records align with Project STAR’s accountability framework and donor guidelines
4. Training Operations Support
▪ Liaise with partner organisations, venue managers, and service providers on logistics
▪ Arrange accommodation, transportation, and per diem for trainers and staff when needed
▪ Assist in drafting agendas, coordinating speakers, and managing the graduation ceremony logistics
▪ Support on-site set-up, audiovisual needs, and participant materials distribution
▪ Coordinate with Community Project Officers and Training Officer to analyze and provide participant
support services
▪ Support participants in obtaining basic documentation required for training registration (birth
certificates, TRN, NIS, ID cards)
▪ Contribute to the planning and execution of the annual Training Expo and community outreach events
Deliverables
● Monthly participant mobilisation and screening report
● Quarterly inventory status and procurement request summary
● Complete MOV packages for each training cohort, including digital backups
● Logistics plan and post-event report for each training session, graduation, and Expo
● Updated training database with participant attendance and evaluation data
Location
● Primary work location: Kingston and Five Project STAR communities
Qualifications & Competencies
● Diploma or bachelor’s degree in Business Administration, Project Management, Social Sciences, or
related field
● Minimum of 2 years’ administrative or logistical support experience, preferably in NGO or training
settings
● Strong organisational skills with proven ability to manage multiple simultaneous tasks
● Excellent communication and interpersonal skills
● High attention to detail and commitment to data integrity
● Willingness to travel regularly and work on weekends during peak training periods
● The successful candidate must own a motor vehicle.
