As part of SMS, the Software Studio is our digital products and services division, responsible for building, scaling, and commercialising innovative digital solutions. Its portfolio includes SmartLabs (custom Agile development squads) and the Smart Digital Suite of SaaS products such as SmartMedOps, SmartSend, SmartHR, DaaS, and 4-Play, as well as PMO and TWFS services.

The Head of Programme Management Office (PMO) is a senior leadership role responsible for enterprise-wide delivery governance, programme execution performance, SaaS lifecycle control, and capital discipline across the Software Studio portfolio.

The PMO serves as the execution spine of the Studio, ensuring predictable delivery, structured lifecycle governance, margin protection, and disciplined transition from build through validation to Commercial Availability (CA) and scale.

The role provides unified delivery leadership across Programme & Client Delivery, Agile & Product Execution, and Product & Commercial Operations — ensuring consistent governance across Custom Development, Digital Platforms, Managed Services, and internal capital initiatives.

Reports to: General Manager, Software Studio

Direct Reports:
Programme Managers
Project Managers
Agile Delivery Leads / Scrum Masters
Business Analysts

 

Collaborates With:

Business Development, Sales, Finance, Legal, Engineering, Technology/Product teams, and regional partners

 

Authority Structure:
Engineering retains technical authority.
PMO retains delivery and governance authority.

 

What you will do 

Portfolio Governance & Delivery Control

• Maintain consolidated oversight of all client and capital initiatives.
• Enforce a structured 5-stage delivery lifecycle across the Studio.
• Approve and monitor baseline plans, milestones, dependencies, and resource allocations.
• Standardise RAID, change control, and escalation governance.
• Provide weekly portfolio performance reporting to the GM.
• Enforce corrective action plans where schedule, scope, cost, or margin variance occurs.

Client & Programme Governance

• Lead structured client engagement at Steering Committee and executive level.
• Ensure milestone acceptance discipline and billing alignment.
• Manage escalations with executive maturity and structured resolution frameworks.
• Protect margin, contractual compliance, and delivery credibility.
• Ensure delivery obligations align with commercial commitments.

Agile & SaaS Lifecycle Governance

• Govern BA, Scrum, and delivery discipline across product squads.
• Ensure backlog traceability to programme, capital, and commercial milestones.
• Oversee structured release readiness gates and production controls.
• Govern SaaS asset transition: Build → Validation → CA → Scale.
• Ensure operational handover is structured and free of governance gaps.

Product & Commercial Operations Governance

• Validate operational readiness prior to Commercial Availability (CA).
• Ensure onboarding, SLA frameworks, billing workflows, and support readiness are aligned before revenue activation.
• Govern the structured transition from build to monetised operation.
• Monitor early SaaS performance indicators and delivery risk signals.

Financial & Capital Governance

• Monitor margin performance across the delivery portfolio.
• Enforce CapEx vs OpEx allocation integrity.
• Maintain audit-ready documentation for capital initiatives.
• Align utilisation discipline with financial objectives.
• Protect capital integrity through structured stage-gate controls.

Ownership of Digital PM Ecosystem (ClickUp)

• Own workspace architecture, controls, and governance standards.
• Enforce a single source of truth for delivery tracking.
• Govern timesheet, utilisation, and reporting compliance.
• Maintain milestone, RAID, and portfolio dashboards.
• Eliminate parallel shadow tracking systems.
• Drive workflow automation and reporting standardisation.

Performance & Financial Metrics

• ≥85% on-time milestone delivery

• ≥85% utilisation across consulting pool
• ≥95% reporting and timesheet compliance
• ≥90% programmes within approved margin tolerance
• 100% capital initiatives audit-ready
• Structured transition from Build to CA with no operational readiness gaps

 

What we’re looking for: 

Experience

• 10+ years in enterprise programme or portfolio leadership within ICT, SaaS, telecoms, or digital transformation environments.
• Demonstrated experience managing complex client programmes and capital initiatives.
• Proven exposure to SaaS lifecycle governance and recurring revenue models.

Skills

• Strong governance and structured execution leadership.
• Financial literacy including margin management, utilisation control, and capital discipline.
• Executive-level client engagement and escalation management capability.
• Experience governing digital PM ecosystems at portfolio scale.
• Ability to lead multi-skill consulting teams within a matrix structure.

Education & Qualifications

• Bachelor’s degree in Information Technology, Project Management, Engineering, ICT, or related field required.
• PMP or equivalent certification preferred.
• MBA or postgraduate qualification in Business or Technology preferred.
