About this role
The successful candidate will provide support to the Representative Office in Trinidad and Tobago throughout the planning, origination, structuring, administration, and closing stages of operations financed with Technical Cooperation (TC) resources, including their administrative and documentary management. Additionally, he/she will provide technical and logistical support to the activities and events of the Representative Office, ensuring alignment with CAF’s institutional objectives, policies, and procedures, and contributing to the delivery of efficient, timely, and high‑quality services to clients and counterparts.
Key Responsibilities:
- Support Country Office Business Executives in the conceptualization, origination, approval, administration, and closing of Technical Cooperation (TC) operations, including coordination of due diligence, support for the formalization and submission of operations to the Special Funds Committees, in coordination with the Management of Technical Cooperation (GFCD), and the management of approvals, contractual instruments, amendments, restructurings, and closures, ensuring efficient and timely compliance with institutional processes.
- Analyze, monitor, and execute activities within CAF’s systems related to the processing and follow-up of procurement requests financed with Special Funds (SF) and Third‑Party Resources (TPR), coordinating with GFCD, Legal Counsel (CJ), and the Corporate Procurement Directorate (DCO).
- Record and update the activities and processes of Technical Cooperation (TC) operations in CAF’s general administrative and funds management systems, as well as in management databases, with the objective of identifying opportunities for improvement and optimizing processes related to TC operations.
- Establish and manage communication with ministries, executing agencies, subnational governments, and beneficiaries for the monitoring and follow‑up of Technical Cooperation (TC) operations. This includes coordination with sector specialists and support in meetings and/or missions to ensure technical and financial consistency.
- Provide support to the Representative Office in the coordination, planning, and organization of institutional meetings, activities, and/or events with the various counterparts involved in the Representative Office’s operational pipeline.
- Support the Country Representative and Business Executives in the preparation of information materials (presentations, briefing notes, aide‑mémoire, minutes, among others) related to the credit operations pipeline and to institutional relations with the various counterparts.
- Support the Representative Office in administrative processes, including the management of contracts linked to the Office’s cost center, processing of disbursements, amendments, travel arrangements, payments to third parties, and the organization of workshops and seminars, ensuring efficient and timely compliance with institutional procedures.
This is what you’ll need:
Education
Bachelor's degree in Business Administration, Engineering, Political Science, Economics, Development or related field. Master's degree desirable.
Experience
Minimum of two (2) years of professional experience in areas related to the management of international technical cooperation projects, public policy or public sector management, and/or work within financial institutions, preferably multilateral or development‑oriented organizations.
Previous experience working in multilateral organizations is desirable.
Technical Skills:
- Knowledge of Public Policies or Development‑oriented Projects (public and/or private).
- General knowledge of project formulation and evaluation, including project cycle management tools (Results‑Based Management, Logical Framework).
- Knowledge of statistical concepts, accounting, information systems, and data presentation.
- Specialized training in development cooperation, financial analysis, or budgetary analysis.
- Knowledge of the preparation of Terms of Reference and procurement bidding documents.
- Proficiency in Office tools, particularly Excel and PowerPoint.
Other requirements:
Language Proficiency:
- Native English speaker
- Proficiency in Spanish
Practical and professional experience working in the Caribbean region.
General understanding of the mission and processes of multilateral banks, particularly credit and technical cooperation operations.
