Oversees hiring of administrative and education staff, implements recruitment strategies aligned with Ministry goals, and manages the full hiring process to attract, select, and retain top talent while supporting workforce planning and long-term success.

Role Summary 

To design and oversee the Ministry's hiring of administrative and education professionals, develops and implements strategic recruitment initiatives that align with workforce needs and the Ministry’s goals. Manages the end-to-end hiring process, ensuring the attraction, selection, and retention of top talent while fostering a diverse and high-performing workforce. Enhance workforce planning and supports the Ministry's long-term success.

Role Responsibilities 

  1. Update and refine recruitment policies and procedures to enhance efficiency and ensure alignment with best practices.
  2. Implement innovative sourcing methods to attract high-calibre candidates and expand talent pipelines.
  3. Lead, mentor, and develop the recruitment team to ensure high performance and continuous professional growth.
  4. Monitor and evaluate team effectiveness, providing regular performance reports and recommendations for improvement.
  5. Implement best practices to streamline recruitment processes, enhance the candidate experience, and reduce time-to-hire.
  6. Collaborate with the Chief Education Officer to forecast future hiring needs and ensure strategic workforce planning.
  7. Advise the Teaching Service Commission on recruitment trends, policies, and best practices to support decision-making.
  8. Partner with department heads to understand staffing requirements and develop tailored recruitment strategies.
  9. Actively participate in job fairs, career events, and networking opportunities to engage with potential candidates.
  10. Oversee and improve the onboarding process to ensure a seamless transition for new hires and enhance retention.
  11. Design and deliver training programmes to support staff development and improve longterm retention.
  12. Monitor employee satisfaction and engagement, providing insights and recommendations for retention strategies.
  13. Ensure all recruitment processes comply with employment laws, organisational policies, and diversity and inclusion standards.
  14. Maintain accurate recruitment records, track key hiring metrics, and generate reports for continuous improvement.
  15. Analyse workforce data and hiring trends to drive data-informed decision-making and optimise talent acquisition strategies.
  16. Complete a minimum of 60 Essential Learning Hours annually to enhance professional knowledge and skills.
  17. Perform any other duties as required by Supervisor or any other senior officers in order to contribute to the effectiveness and efficiency of the Ministry.
 
Minimum Qualifications & Experience:
  • Bachelor’s degree in Education, Human Resources Management or Organisational Psychology
  • Five (5) to seven (7) years’ experience in talent acquisition, recruitment, or human resources

Knowledge & Skills:

  • In-depth understanding of recruitment best practices, strategies, and trends
  •  Knowledge of labour laws, employment regulations, and compliance requirements
  • Strong talent sourcing and candidate assessment abilities
  • Excellent communication and interpersonal skills
  • Strategic thinking and problem-solving capabilities
  • Familiarity with systems HRIS software
Maximum Salary: $55,146.00 USD
