 The Turks and Caicos Islands Community College (TCICC), the premier institution for higher education and training in the Turks and Caicos Islands, invites applications from suitably qualified and experienced professionals for the position of Dean, Technical and Vocational Education and Training (TVET).

This senior leadership role provides the opportunity to lead and strengthen the College’s TVET portfolio, supporting academic excellence, workforce readiness, and national development.

Job Summary

The TVET Dean provides strategic and operational leadership for the Technical and Vocational Education and Training (TVET) department, ensuring that programmes are relevant, high quality, and aligned with national workforce priorities, certification and accreditation requirements, and the College’s strategic objectives. 

Duties and Responsibilities

  • Lead the strategic planning, design, and continuous enhancement of programmes, ensuring alignment with labour market trends, employer needs, national priorities, and accreditation requirements.
  • Forge partnerships with industry, government, and professional bodies to co-develop programmes and shape long-term workforce strategies.
  • Establish and maintain systems for collecting, analysing, and reporting TVET trainee, alumni, and workforce data to inform strategic planning, certification, accreditation, and national workforce impact reporting
  • Provide leadership to ensure that all vocational programmes and trainee-support services consistently meet or exceed institutional quality benchmarks, certification standards, and accreditation requirements.
  • Provide visionary leadership for the TVET department, contributing to Collegewide strategic planning, governance, and decision-making.
  • Represent the TVET department at executive and senior leadership meetings, and external stakeholder engagements, promoting the visibility and reputation of the College locally, regionally, and internationally.
  • Develop and implement strategic and operational plans for the TVET department, ensuring alignment with institutional priorities, certification and accreditation standards, and national workforce strategies.
  • Build and sustain strong partnerships with certifying agencies, employers, industry associations, government agencies, and community stakeholders to strengthen TVET offerings and create sustainable career pathways.
  • Collaborate with industry and workforce bodies to co-develop programmes, innovative vocational pathways, and opportunities for internships, apprenticeships, dual training, and cooperative education.
  • Collaborate with advisory boards associated with industry partners to ensure TVET programmes remain responsive to evolving labour market needs and national workforce priorities.

 

QUALIFICATIONS

A Master’s degree in Education, TVET Administration, Workforce Development, Industrial Technology, or a closely related field from an accredited and recognised institution.

Professional training and certification in Technical and Vocational Education, Quality Assurance, or Workforce Development.

 

Desirable

Doctoral-level qualification in Educational Leadership, Workforce Development, or a related discipline from an accredited and recognised institution.

Recognition through a National Vocational Qualification - Level 5 Diploma in Leadership and Management or equivalent international standard is an asset.
 

EXPERIENCE

A minimum of eight (8) years of progressive teaching/training experience, including at least five (5) years in senior-level leadership or supervisory roles in TVET delivery, programme development, or institutional management, preferably in the Caribbean or small-island context.

Demonstrated experience managing certification, accreditation, audits, or compliance processes with regulatory bodies.

Proven record of leading partnerships with government, industry, and external stakeholders to enhance TVET relevance, innovation, and employability outcomes.

Experience in resource and budget management, staff development, and organisational leadership in a TVET or higher education environment.

Annual Salary:          -           USD75,363.00 – USD87,398.00

Overseas recruits are eligible for a Housing Allowance of USD10,200.00 per annum; Telephone and Transportation USD2,400.00 per annum.

 A settling-in loan and 10% gratuity upon successful completion of the contract of engagement.
