The HM Prison Department invites suitably qualified applicants to apply for the position of Superintendent of Prisons.
MANDATE
To protect the public through dynamic leadership and management of the prison in accordance with the laws and associated regulations, policies, and procedures. To rehabilitate inmates by helping them to lead law-abiding lives in custody and after release, reducing recidivism and promoting public safety.
KEY FUNCTIONS
- Manage, and administer the operations of Prisons in accordance with the Prison Act and regulations.
- Ensure compliance with security and disciplinary standards.
- Coordinate development and rehabilitation of prisoners.
- Control expenditure within established limits.
- Participate in the development of policies for housing, security and care of psychiatric patients/inmates.
- Liaise and co-ordinate with the Parole Board.
KEY DUTIES
- Lead, coordinate and control the operations and administration of Prisons to ensure the achievement of security, incarceration and rehabilitation objectives in accordance with the Prison Act.
- Develop strategic and operational plans for the management and development of Prisons.
- Develop policies to ensure the care, safety and welfare of prisoners, staff, plant and equipment.
- Develop, implement and monitor programmes for the training and development of subordinate personnel to create and maintain effective levels of productivity.
- Manage and supervise the Head of Custody, Head of Security, Rehabilitation Coordinator, and secretarial administrators attached to the Prison department.
- Ensure the enforcement of Prison policies, rules and regulations in daily operations.
- Investigate and report breaches of security or discipline and ensure the application of established corrective measures, policies and procedures.
- Maintain and inspect Prisons diaries and related records and carry out investigations as necessary.
- Prepare budget estimates and manage approved budgets.
- Monitor and control the use of resources to ensure compliance with established procedures.
- Complete and submit operational, informational and statistical reports on Prison functions in a timely manner, in accordance with established procedures.
- Ensure that all staff recruited to H M Prison are competent and suitable for the role of Prison Officer.
- Discipline staff in accordance with Prison Regulations and the Prison Act.
- Ensure the implementation of rehabilitation policies, procedures programmes and activities for the prisoners.
- Develop plans for the maintenance and improvement of facilities.
- Advise H.E. the Governor on applications for the early release of prisoners.
- Maintain contact with other government departments and agencies in matters affecting the Prisons Department.
- Maintain up to date knowledge of the laws relating to penal practices and administration, and recommend amendments to legislation and regulations in accordance with the needs of the Prisons Department.
- Prepare inmate reports for the Parole Board and attend Parole Hearings.
- Work collaboratively with Police, Customs, Immigration and other agencies to prevent crime and support community safety.
- Ensure continuous improvements in Prisons by providing vision, values, leadership and dynamic change management.
- Provide dynamic, inclusive and ethical leadership to all staff and inmates of Prisons.
- Ensure all visitors to the Prison, both professionals and visitors to inmates are treated professionally and with courtesy.

PERSONAL QUALIFICATIONS
The incumbent must possess sound knowledge of the institutional, legal, operational and administrative framework in which the prison is administered, well-developed knowledge of methods, techniques and systems of incarceration and rehabilitation, effective managerial, interpersonal and communicative skills, interpretative judgement and understanding of sociological and behavioural concepts and principles.
These knowledge, skills and abilities are normally obtained in the process of acquisition of a Master’s degree in Sociology, Psychology, Criminology or related behavioural science together with a certificate or diploma in Custodial or Security Management and at least five years in a similar or related job.
