BACKGROUND Officially opened in August 2005, the Caribbean Community Climate Change Centre (CCCCC) is mandated by CARICOM Heads of Governments to lead the region's response to managing and adapting the impacts associated with anthropogenic-driven climate change. Additionally, it serves as the main repository for regional and national information on climate change.  The CCCCC was established by an intergovernmental agreement among the Caribbean Community (CARICOM) Member States and is guided by the philosophy established and nurtured through foundational activities such as that of the Caribbean Planning for Adaptation to Climate Change (CPACC) project, Adapting to Climate Change in the Caribbean (ACCC) project, and Mainstreaming Adaptation to Climate Change (MACC) project. The CCCCC manages its portfolio of responsibilities through its network of national, regional, and international collaborating agencies and institutions. The CCCCC is accredited by the Green Climate Fund (GCF) as a Regional Accredited Entity, allowing it to access and manage, on behalf of CARICOM Member states, projects up to USD 50 million per project. The CCCCC is also accredited as a Regional Implementing Entity by the Adaptation Fund.  In addition, the CCCCC is currently implementing projects with other donors and bilateral partners that include the European Union, Government of Italy (GoI), and Caribbean Development Bank (CDB), Global Affairs Canada (GAC).  

The work of the CCCCC is guided by the draft CARICOM Revised Regional Framework (RRF) for Achieving Development Resilient to Climate Change. It provides the high-level strategy, identified by its Member States, to systematically address the challenges posed by climate change for the Caribbean and by the CCCCC’s Strategic Plan (2021-2025) “Building Resilience. Securing Our Future.”  

The CCCCC’s Strategic Implementation Plan (SIP) outlines five inter-related Strategic Objectives that, when achieved, will support the achievement of the CCCCC vision of a “Resilient and Sustainable Caribbean region for all.” The Strategic Objectives outlined in the SIP include:  

  • Strategic Objective #1: Scale up actions to manage the effects of climate change.  
  • Strategic Objective #2: Strengthen strategic partnerships for sustained climate change results within the Region.   
  • Strategic Objective #3: Increase the uptake of climate data and innovative tools for socio-economic development and evidence-based decision-making across the region.   
  • Strategic Objective #4: Increase the Caribbean’s public ability to make informed decisions in responding to climate change and its impacts.  
  • Strategic Objective #5: A strong and sustainable Caribbean Community Climate Change Centre delivering on its mandate and providing added value to the Region.  

Strategic Objective #5 seeks to transform the CCCCC into a fit-for-purpose institution that has the internal capacity to deliver on its mandate and deliver the outcomes of its SIP. To assist in the delivery of this strategic objective, the CCCCC is desirous of recruiting a Software Engineer to support the CCCCC efforts in addressing the challenges posed by climate change.   

The Software Engineer will deliver the following: 

  • An updated, central climate data and information management systems. 
  • A web-based Climate Change Knowledge and Information Portals. 
  • A Storm Surge and Climate Change Risk Atlas for the management of climate change and disaster risks.   
  • Innovative climate financing instruments. 
  1. OBJECTIVE 

The Software Engineer supports the design, development, population, and maintenance of a regional database and public-facing interface to track, analyze, and display countries’ progress toward achieving their NDCs and NAPs targets. Additionally, the Software Engineer will provide backstopping support to CCCCC, ensuring alignment and integration of data systems and tools. 

  1. KEY RESPONSIBILITIES 

The Software Engineer will take a dynamic and proactive lead in the following areas: 

Data Integration and NDC/NAP Tracker Tool 

  • Support the mapping of existing national platforms/systems/databases, and data formats. 
  • Explore inter-operability routes and recommend the most efficient integration possible. 
  • Provide support to the consulting firm on the design and development of an integrated regional NDC/NAP Tracker Tool. 
  • Oversee the development of an integration layer/API to facilitate integration of national data from external systems into the NDC/ NAP Tracker repository. 
  • Maintain the functionality of the NDC/NAP Tracker Tool. 
  • Monitor and audit data quality and usage.  
  • Assist in the preparation of concise reports, visualization, and analysis for decision making and product development. 

Managing Software Systems 

  • Analyze the software needs and requirements of the CCCCC in keeping with its vision for advancing its low-emission climate resilience ambitions and supporting Member States.  
  • Implement software solutions, as identified, for the effective and efficient operations of the CCCCC. 
  • Support the management and maintenance of the CCCCC’s ICT framework.  
  • Contribute to systems management through the development of Technical and User manuals. 
  • Contribute to ensuring data integrity (backup) and disaster risk management regarding data services. 
  • Collaborate with management and project teams to monitor data center needs (software, hardware, and services) and make recommendations on systems, data mining products, protocols, services, and standards in support of procurement and new software development efforts. 

 Performance Monitoring  

  • Ensure the availability and security of the CCCCC's internally managed, public-facing web services in collaboration with the System Administrator 
  • Perform routine technical testing and updating of system components whenever required 

Maintenance 

  • Provide troubleshooting support at both Applications and User levels. 
  • Support comprehensive training for national and CCCCC ICT officials to ensure knowledge transfer and sustainability of the IT systems developed as part of this assignment. 
  • Analyze existing systems and methods to identify areas for improvement and implement necessary modifications. 
  • Support the integration of existing software products to ensure compatibility. 
  • Ensure that all internally developed and outsourced systems operate at optimal performance levels.  
  • Write technical procedures (user guides) and documentation for applications and operations. 
  • Contributes to the delivery of system administration services. 
  1. REQUIRED QUALIFICATION, EXPERTISE AND COMPETENCIES 

Eligible candidates should have the following minimum qualifications, experience, and competencies

Qualification: 

Minimum of a Bachelor’s Degree in Computer Science, Software Engineering, Information Technology, Data Science, or a closely related field. 

Experience: 

  • A minimum of five (5) years’ proven experience in software development, developing and implementing software solutions. 
  • At least five (5) years’ experience in database management and data analysis. 
  • 3+ years of professional web development experience including React, JavaScript, HTML and CSS 
  • Solid understanding of software architecture and design patterns, including proven experience in systems integration. 
  • Extensive experience with programming and reporting tools, databases, and data analysis techniques (SQL, NoSQL, Python, R). 
  • Proficiency in data visualization software (e.g. Tableau, Power BI). 

Competencies

  • Design & Development: Ability to design and develop clean, efficient, and scalable software solutions based on technical specifications and business requirements. 
  • Software Development Life Cycle: Strong understanding of the software development life cycle. 
  • Analytical Skills: Excellent analytical abilities with attention to detail and accuracy in data collection, analysis, and dissemination. 
  • Technical Proficiency: Ability to interpret technical specifications and code software according to established standards and guidelines. 
  • Climate Change Awareness: Knowledge of the impacts of climate change in CARICOM States and experience in managing climate change data. 
  • Data Processing: Strong understanding of considerations for computationally intensive data processing techniques. 
  • Collaboration & Communication: Experience in building software products for diverse user groups, with a track record of effective collaboration, user interaction and feedback incorporation. 
  • Security Knowledge: Knowledge of computer and network security systems, applications, procedures, and techniques. 
  • Server Proficiency: Proficient in both Windows and Linux server environments. 
  • Reporting Skills: Ability to write detailed professional, technical and non-technical reports. 
  • Interpersonal Skills: Strong communication and interpersonal skills, capable of working effectively with diverse stakeholders. 
  • Testing and Quality Assurance: Develop and execute unit tests, integration tests, and automated test scripts to ensure best practices in software development.  
  • Deployment and Maintenance: Deploy software applications to staging and production environments, monitor application performance and reliability, and maintain and improve codebases. 
  • Time Management: Excellent time management skills, able to prioritize tasks, work under pressure, and meet deadlines. 
  • Flexibility: Ability to multi-task on concurrent projects and willingness to work beyond normal hours as necessary. 
  • Goal Orientation: Strong goal-setting skills with a proven ability to meet deadlines. 
  • Teamwork and Leadership: Self-directed with effective teamwork to work effectively in a multidisciplinary team environment.

  1. INSTITUTIONAL ARRANGEMENTS  
  • The Software Engineer will report to the IT Administrator on day-to-day activities. 

 

  • The Software Engineer will liaise closely with the Assistant Executive Director, Instrumentation Technologist, and other members of the Programme Development and Management, the Technical Services, the Corporate Services, and the Business Strategy and Regional Coordination Departments. 
  1. PLACE OF WORK 

The Software Engineer will be contracted full-time to the CCCCC’s Headquarters in the City of Belmopan, Cayo District, Belize. The initial contract duration is two (2) years with a probationary period of three (3) months, subject to extension and/or renewal contingent on performance and the availability of funding. A hybrid modality will not be considered for this role.
