Senior Research and Policy Analyst

About the FSC:

The Financial Services Commission (FSC) is an integrated Financial Services regulator. Our mission is to regulate and supervise the Securities, Insurance and Private Pensions industries for the protection of their users thereby enhancing public confidence through the efforts of a competent workforce.

The FSC has an immediate opening for the position of Senior Research and Policy Analyst.

Position Summary:

The Senior Research & Policy Analyst is responsible for coordinating the policy development programme across all Divisions of the FSC to facilitate the progressive and continuous evaluation, revision and strengthening of the regulatory framework of the Commission. The Job Holder provides analytical support to the industry Divisions in the assessment of regulatory trends and acts as a resource person to coordinate activities related to the regulatory development.

Key Responsibilities:

  • Conduct or identify existing research to inform and provide policy, planning and advice.
  • Monitor international regulatory developments and make recommendations for improving the FSC’s regulatory framework.
  • Participating in inter-agency working groups to develop and advance national policy objectives.
  • Research and analyze current and emerging macroeconomic issues relevant to the regulated industries to guide FSC to develop early and appropriate regulatory responses. 
  • Coordinate the production of the FSC’s Annual Reports and select Quarterly Reports.
  • Coordinate collection and analysis of industry stakeholders’ feedback on proposed legislative changes.
  • Oversee the development of relationships with local and international institutions such as FTC, ICAJ, CAIR, IAIS, IOSCO, and COSRA and collaborate with these entities on research issues.
  • Participate, as required, in the planning and implementation of regulatory conferences for industry participants.
  • Oversee the computation and publication of aggregate industry data as per the required schedule.
  • Conduct impact analysis of macroeconomic policies on the industry and its outlook and the requisite policy interventions that may be helpful.
  • Assessing macroeconomic performance and outlook to determine the implications for the securities, pensions and insurance industries and the required responsive policy/management strategies.
  • Liaise with key individuals, both internally and externally to ensure that the cost-benefit implications of proposed strategies are fully explored and documented.
  • Coordinate and participate in working groups of the international standard setting bodies to inform policy development.

Education, Knowledge and Skills:

  • Master’s Degree in Economics, Finance or Business Administration; or LLB Degree.
  • The job requires at least 5 years of relevant work experience in a comparable position and business/work environment preferably in regulatory services, public policy management, central bank or a national policy research and development institution.
  • Knowledge of International Financial Reporting Standards
