Key Responsibilities:
Management/Administrative Responsibilities
- Prepare and manage contracts in accordance with procurement guidelines.
- Coordinate STATIN’s public procurement tender closing and opening exercises.
- Review tender evaluation reports and prepare addenda to tender documents.
- Maintain STATIN’s contract register and procurement plans.
- Establish and update databases with current costs and supplier information, ensuring alignment with other government agencies.
- Liaise with the Finance Division to ensure compliance with contract conditions and timely payments.
- Provide liaison services between STATIN, the Public Procurement Commission (PPC), Ministry of Finance and the Public Service (MOFPS), Office of the Prime Minister, and other stakeholders.
- Track procurement processes from tender preparation to contract completion and termination.
- Advise and support STATIN staff on procurement procedures and compliance requirements.
- Attend Procurement and Contracts Committee meetings in the absence of the Director, Public Procurement.
- Ensure procurement practices conform to relevant Acts and government regulations.
Professional/Technical Responsibilities
- Conduct market research to identify suppliers, pricing trends, and procurement solutions.
- Prepare supplier performance reports and maintain benchmarking data across agencies.Manage the full procurement cycle, ensuring compliance with FAA Act and GOJ guidelines.
- Build and maintain supplier relationships to improve service delivery and accountability.
- Lead contract negotiations to balance cost, quality, and risk.
- Monitor supplier performance and recommend corrective actions when needed.
- Oversee tendering processes to ensure transparency and fairness.
- Review tender evaluation reports and validate recommendations.
- Ensure procurement practices comply with Acts, regulations, and STATIN policies.
- Provide guidance to staff on procurement laws and best practices.
- Work with Finance Division to ensure timely payments and contract compliance.
- Certify supplier invoices and maintain accurate procurement records.
- Align procurement activities with STATIN’s budgets and strategic objectives.
- Advise the Director, Public Procurement on supplier reliability and market risks.
- Represent STATIN at Procurement and Contracts Committee meetings.
- Mentor junior staff to strengthen procurement capacity and succession planning.
- Act as liaison with PPC, Ministry of Finance and the Public Service (MOFPS), OPM, and other stakeholders.
Human Resource Management Responsibilities:
- Manages staff performance under PMAS, ensuring timely evaluations and goal setting.
- Supports training, reviews, and continuous learning.
- Promotes trust, integrity, and confidentiality in team interactions.

Minimum Qualifications & Experience Required:
- Bachelor’s Degree: Management Studies, Accounting, Business Administration, Public Administration, Public sector Management, Economics or any other related field
- Certificate in Public Procurement (UNDP/CIPS Level 2 or INPRI Level 3 and MIND)
- At least three (3) years’ experience in a related field
OR
- ACCA Level 2
- Certificate in Public Procurement (UNDP/CIPS Level 2 or INPRI Level 3 and MIND)
- At least three (3) years’ experience in a related field
OR
- Diploma in Business Administration, Accounting, or any other related field
- Certificate in Public Procurement (UNDP/CIPS Level 2 or INPRI Level 3 and MIND)
- At least five (5) years’ experience in a related field
Special Conditions Associated with the Job:
- Required to visit suppliers to assess the quality of goods and services.
- May be required to work beyond normal working hours, including weekends.
- Responsible for certifying suppliers’ invoices for payment.
SALARY: $5,881,099.71 per annum
