Under the general supervision of the Regional Director, the incumbent will, among other duties:
Direct the planning, designing and execution of projects in accordance with Government guidelines

ROLE AND CORE FUNCTIONS OF JOB:
Under the general supervision of the Regional Director, the incumbent will, among other duties:
▪ Direct the planning, designing and execution of projects in accordance with Government guidelines
▪ Undertake the physical and finance monitoring of capital projects by way of site visits, examining project documents and meetings with project monitoring and development staff
▪ Undertake the technical, economic and financial analysis of project profiles and advising the Regional Director on the nature, purpose and feasibility of capital projects
▪ Directs work sequencing to expedite project delivery and to minimise disruption
▪ Ensures that project operations are in compliance with design specifications and with Government policies and regulations.
▪ Identify problems/delays in project planning and implementation and identifying solutions
▪ Providing advice and guidance to the Region and other agencies through the different stages of the project cycle and the procedures and documentation required at each stage
▪ Preparing project monitoring reports on a quarterly basis for submission to the relevant stakeholders.
▪ Participating in mid-term and post-completion evaluation projects.
▪ Co-ordinating and providing leadership to the search for project ideas with development potential
▪ Liaise with the Ministry of Health, Urban Development Corporation and other Project Managers when necessary to ensure successful development implementation and completion of the projects
▪ Prepare project documents and proposal to be submitted to funding agencies
▪ Liaise with advocacy department to negotiate and seek funding for projects on behalf of South East Regional Health Authority
▪ Approved certified certificate for payment
EDUCATIONAL REQUIREMENTS:
▪ First Degree in Civil Engineering or equivalent – (Membership of the Professional Engineering Institutions would be an asset.)
▪ Certificate in Project Management
▪ Three (3) to five (5) years’ experience in the management of development project.
▪ Experience in public sector project management would be an asset
Required Skills and Specialized Techniques: (however acquired)
▪ Expertise in the application of project management techniques and tools
▪ Knowledge of engineering project development and management methodologies
▪ In-depth knowledge of Government’s tendering requirements and procedures
▪ Working knowledge of Quantitative Analysis and Statistical Techniques
▪ Knowledge of techniques used in Cost/Benefit Analysis
▪ Sound knowledge of Management Principles and Practices
