Department: Engineering & Project Implementation
Location: TURHC Ltd, Glen Road, Scarborough, Tobago
Reports To: General Manager and Procurement Manager
Supervises: Project Officers, Site Coordinators, Technical Assistants
Job Purpose:
Leads construction project planning, design review, and implementation across housing and infrastructure development initiatives under TURHC Ltd. Ensures successful delivery—on time, within budget, and to technical specifications—while adhering to Government of Trinidad & Tobago procurement procedures (e.g., PSIP framework) and industry standards. Supports the formation of multidisciplinary teams and contributes to ongoing organizational development.
Key Responsibilities:
Project Planning & Feasibility
· Develops comprehensive project plans, encompassing scope, schedule, budget, and risk.
· Conducts feasibility studies, risk assessments, and cost-benefit analyses.
· Coordinates scoping and budgeting with QS, procurement, technical, and finance teams.
Design Oversight & Technical Review
· Reviews engineering and design documents—drawings, BOQs, specifications—for technical compliance and cost conformity.
· Works with consultants and engineers to refine scope and manage design modifications.
Implementation & Monitoring
· Oversees execution phases; conducts site meetings and inspections to monitor progress, schedule, quality, and safety.
· Applies project control systems (MS Project, Primavera), reporting on milestone achievement, risks, and change orders.
· Ensures adherence to OSH standards and engineering codes.
Procurement & Contract Management
· Collaborates with procurement and QS teams to develop tender documents and contract stipulations.
· Evaluates contractor performance, reviews payment applications, and assesses change orders in line with FIDIC/public procurement protocols.
· Supports dispute resolution in consultation with legal, technical, and procurement teams.
Stakeholder Engagement
· Facilitates communication with internal and external stakeholders, including regulators, community groups, THA departments, and contractors.
· Holds site and stakeholder forums, producing status reports and presentations for senior management and Board review.
Team Leadership & Development
· Provides daily supervision of project staff and technical assistants.
· Organizes capacity-building initiatives, performance appraisals, and mentorship within the project team.
Reporting & Governance
· Prepares regular and ad-hoc reports (progress, financial, risk) for senior management and Ministries.
· Ensures project documentation meets audit and compliance standards (Public Procurement Act, financial regulations).
Qualifications & Experience:
· Bachelor’s Degree in Civil Engineering, Construction Management, or related technical discipline.
· Professional certification in PMP, PRINCE2, or equivalent preferred.
· Registration with BOETT/APETT or equivalent engineering body is an asset.
· Minimum five (5) years in construction project management, including at least three (3) years in a senior role within public infrastructure or housing projects.
· Proficient in MS Project/Primavera, BOQ software, AutoCAD/Revit, and Government financial/procurement systems.
· Knowledge of local building codes, OSH regulations, FIDIC contracts, and Public Procurement legislation.

Suggested Salary Range
TT$15,000 – TT$20,000 per month
Benchmark: Comparable to Senior Project Manager roles in T&T public service, state enterprises, and engineering agencies.
