The Procurement Department is seeking to improve overall public procurement practices, ensuring good procurement management and processes underpin the Government of Montserrat (GoM) decision making.

The Senior Procurement Officer will be expected to lead on the procurement for various projects ranging from the New Montserrat Hospital Project to acquisition of critical equipment and tools to assist in the development and functioning of the Government of Montserrat.

Therefore, GoM needs an enthusiastic, experienced and dynamic Senior Procurement Officer Officer to: 

  • Work closely with key stakeholders, ministries and departments such as Programme Management Office (PMO), the Ministry of Communications, Works, Labour and Energy, the Foreign, Commonwealth & Development Office (FCDO), and other relevant Client Government Departments to develop and agree specific procurement strategies for individual projects, to obtain value for money and sustainable cost reductions from expenditure on goods, services and works.
  • Manage the whole procurement life cycle of works, goods and services for identified projects and ensure that all aspects of procurement and supplier management, including identifying and finalising contracts, is carried out in a capable, and professional manner.
  • Ensure project procurement strategies incorporate plans and processes for ongoing post-project procurement and maintenance availability pipelines, where relevant, incorporating ways in which local capacity and capability can be built and utilised in meeting ongoing requirements.
  • Become familiar with GoM Procurement Regulations to ensure standardisation and compliance.
  • Ensure that specifications, scope of works and terms of reference are collaboratively developed utilising sound contractual and commercial arrangements which recognise and mitigate risk and build capacity and capability on island.
  • Identify and evaluate potential contractors and suppliers, including reviewing qualifications, experience, and financial stability.
  • Develop and maintain relationships with contractors and suppliers to ensure that they are aware of and can deliver on, the project works, goods and services requirements.
  • Prepare and publish relevant GoM procurement documents to invite/acquire services, goods or works e.g. Request for Proposal (RFP), Request for Quotations (RFQ), Invitation to Tender (ITT), Single Source Justification (SSJ), Frameworks Agreements, etc
  • Build awareness of GoM procurement requirements and understanding of evaluation processes within Montserrat’s supplier base.
  • Negotiate contracts with contractors and suppliers, including terms and conditions, pricing, and delivery schedules.
  • Manage the purchasing process to ensure that goods and services are delivered on time and within budget.
  • Monitor contractor and supplier performance and report any issues to the Head of Procurement.
  • Ensure compliance with all relevant laws and regulations related to procurement.
  • Maintain accurate records of all procurement activities, including contracts, purchase orders, and invoices.
  • Employ effective and dynamic management of risks (threats and opportunities).
  • Contribute to the ongoing continuous improvement in the development of efficient, and effective procurement.
  • Support project teams in management of awarded contracts where required.

 KEY RESPONSIBILITIES

  • Successful procurement management for assigned projects to support project delivery within scope, budget and schedule – delivering the benefits sought.
  • Effectively developed and implemented procurement strategies and plans for individual projects, to obtain best value for money and sustainable cost reductions from expenditure on goods, services and works.
  • Successful management of the whole procurement life cycle of works, goods and services for identified projects. 
  • Effective procurement contracting and management of relevant consultants, contractors and suppliers to ensure compliance and delivery within agreed targets.
  • Production of relevant and necessary documentation as required for effective procurement for projects, including (but not limited to) preparing and publishing relevant GoM procurement documents to invite/acquire services, goods or works e.g. Request for Proposal (RFP), Request for Quotations (RFQ), Invitation to Tender (ITT), Single Source Justification (SSJ), Frameworks, etc.
  • Accurate, timely and actionable procurement management reporting, as agreed with the Head of the Procurement.

PERSONNEL SPECIFICATIONS

The applicant should possess:-

  • Experience of procurement management and implementation for major projects or services.
  • Extensive experience in delivery across all aspects of the procurement lifecycle.
  • Excellent knowledge of procurement Management.
  • Competence Competence in developing and publishing procurement documentation to access and contract contractors and suppliers, together with experience in using relevant software to efficiently manage procurement processes. 
  • A detailed understanding of current methodologies relating to procurement management.
  • Demonstrated experience in preparing procurement reports, recommendations, briefing materials, risk analysis to support decision making through relevant governance forums.
  • Ability to build and maintain effective working relationships with relevant internal/external departments and stakeholders. 
  • Analyse procurement management processes and identify opportunities for improvement.
  • Ability to participate in strategic and operational planning in support of the procurement for GoM projects.

 ESSENTIAL REQUIREMENTS

  • Bachelor's degree in a relevant field such as business, supply chain management, procurement, public policy, law or related discipline. 
  • Be in possession or Currently pursuing professional certifications such as CIPS (Chartered Institute of Procurement & Supply), APICS (Association for Supply Chain Management), or CPSM (Certified Professional in Supply Management) is desirable but not necessary. 
  • Fluent in spoken and written English.
  • Demonstrable experience in procurement and contract management
  • Ability to interpret and apply procurement laws, regulations and best practice.
  • Strong negotiation and communication skills.
  • Strong organisational management skills.
  • Ability to work independently and as part of a team.
  • Strong attention to detail and ability to work under pressure.
  • A proactive approach to problem solving and a keenness to drive solutions to support successful delivery of initiatives. 
  • Excellent oral and written communication skills, ability to engage with all levels of the organisation, and ability to prepare accurate procurement reports and other required documentation. 
  • IT literate and able to manage, implement, monitor and report procurement information electronically.
  • Must be resident or willing to relocate to Montserrat for the duration of the appointment.

DESIRABLE REQUIREMENTS

  • A background or strong understanding in working with public service or international development entities, or delivering projects commissioned by government agencies, ideally with experience in a public sector or public procurement environment. 
  • Preferably good knowledge of the Caribbean regional market.
  • Knowledge of project management methodologies 
  • Procurement management in the international development arena
  • Experience in the Caribbean, developing markets or small island communities.

 TERMS OF APPOINTMENT 

Appointment will be on a contractual basis for an initial period of two (2) years, with the possibility of extension. This role has an ASAP commencement date.

BASIC SALARY

R17 - R13 that is EC$62,484 - EC$69,204.00

Contract Gratuity - 12.50%
