Position Scope:
The Senior Procurement Officer is responsible for leading and managing procurement activities related to high-risk and high-value categories of goods and services at TTPOST. This role involves the execution of significant procurement actions, including the disposal of personal property, and providing expert advice and oversight to support procurement compliance and efficiency. The Senior Procurement Officer ensures that procurement processes adhere to organizational policies and public procurement legislation while contributing to the achievement of strategic goals.
Key Duties And Responsibilities:
Manage end-to-end procurement processes for high-value and/or high-supply-risk categories of goods and services.
Lead strategic sourcing activities and develop procurement strategies that align with corporate objectives.
Oversee the disposal of personal property, ensuring compliance with applicable regulations and best practices.
Conduct market research and supplier analysis to inform procurement planning and mitigate supply risks.
Evaluate and negotiate high-value contracts and procurement actions in accordance with approved thresholds and organizational policy.
Provide expert review and advisory support to ‘Named’ Procurement Officers on the outcomes of low-risk/low-value procurement actions.
Ensure compliance with procurement legislation, internal controls, and ethical standards throughout the procurement lifecycle.
Collaborate with legal, finance, and technical departments to ensure that specifications, contracts, and tender documents are appropriately prepared and executed.
Develop and maintain effective supplier relationships and lead performance evaluations of vendors involved in strategic procurements.
Prepare and present reports on procurement performance, risks, and opportunities to senior management.
Contribute to the continuous improvement of procurement policies, systems, and procedures.
Education:
Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, Finance, or a related field.
Certification in Procurement/Supply Chain Management (e.g., CIPS, CPSM) is highly desirable.
