JOB PURPOSE:
Reporting to Senior Director Mitigation Planning & Research, the Senior Planner is responsible for carrying out Hazard, vulnerability and risk assessments to inform the development of mitigation plans and programs as well as to provide technical support to partners and hazard specialist agencies in disaster risk mitigation and reduction matters related to physical planning and the built environment.
The position is also required to provide technical support to NEPA and the Municipal Authorities in reviewing development and investment applications submitted to them to enable sound development practices and minimize the negative impacts on the environment.
MAIN FUNCTIONS:
- Provides technical support in the processing of development and investment applications and recommends appropriate mitigation measures where necessary.
- Provides the support to national and local Development and Planning authorities on development of plans, strategies and SOPs
- Coordinates and facilitates hazard, vulnerability and risk assessments on behalf of the ODPEM.
- Develops standards for hazard prone areas and recommends standards and guidelines for the creation of risk and planning products for disaster risk management.
- Coordinates with and supports Hazard Specialist agencies/entities in the conduct of risk assessments and related planning products.
- Participates in post-disaster/emergency assessment, prepares damage assessment reports and makes recommendations/amendments to relevant plans where necessary
- Undertakes assigned duties during the mobilization of the NEOC and also as part of the Caribbean Disaster Emergency Response Agency for regional disasters.

FUNCTIONAL (TECHNICAL) COMPETENCIES
- Working knowledge of Jamaica’s Planning Laws and regulations
- Understanding of the development plan review process of NEPA and Municipal Authorities.
- Proficiency in the use of Geographic Information Systems.
REQUIRED EDUCATION /EXPERIENCE:
- MSC in Planning in Physical Planning, Earth Sciences, Natural Science or comparable discipline
- At least 5 progressive working years experience in development planning
